Quang Ninh strives to complete site clearance for the Hanoi - Quang Ninh railway project before September 30

On April 21, Mr. Bui Van Khang - Deputy Secretary of the Provincial Party Committee, Chairman of Quang Ninh Provincial People's Committee - chaired a meeting to direct site clearance (GPMB) work for the Hanoi - Quang Ninh high-speed railway line.

To ensure the site for the Hanoi - Quang Ninh high-speed railway project, immediately after the project commencement ceremony on April 12, Quang Ninh Provincial People's Committee established a Working Group to deploy site clearance for the project in the province, headed by the Chairman of the Provincial People's Committee; heads of departments and branches are members.

The working group has proactively assigned officials to be in charge of the area; established and maintained information exchange groups; based on the assigned area for monitoring, members of the working group have proactively exchanged with local leaders, directed departments and specialized units to grasp the situation, coordinate with relevant departments and branches to promptly remove difficulties and obstacles arising, report and propose to the Provincial People's Committee, central ministries and branches for contents beyond their authority.

The Hanoi - Quang Ninh high-speed railway project has a length of 120.2km, designed according to double-track standards, 1,435mm gauge, electrification of the entire line, maximum speed up to 350km/h. The section through Quang Ninh is nearly 40km long, passing through Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An and Tuan Chau wards, it is necessary to recover about 273.13ha of land with a total investment of more than 2,760 billion VND.

Reporting at the meeting, to date, localities have proactively and actively prepared contents to complete site clearance of projects to ensure progress, such as: Establishing grassroots steering committees, launching peak campaigns, mobilizing the entire political system to participate in completing site clearance work; organizing propaganda and dissemination of laws on site clearance work...

Concluding the meeting, Mr. Bui Van Khang - Chairman of the Provincial People's Committee, Head of the Working Group to implement site clearance for the project in the province - emphasized: This is a strategic infrastructure project, of particular importance, contributing to concretizing the action programs, resolutions and regional planning of the central government and the province. Therefore, site clearance work to serve project construction needs to be focused and drastic.

The goal is to complete site clearance for the section passing through Quang Ninh province before September 30, 2026.

The Chairman of Quang Ninh Provincial People's Committee requested units and localities to continue to improve responsibility, organize reviews and complete legal basis and cadastral records to serve site clearance work; accelerate the progress of preparing, appraising and approving compensation, support, and resettlement plans; strengthen propaganda and mobilization, creating consensus among the people.

At the same time, ensuring resources and resettlement land funds to serve site clearance work from the perspective of a synchronous resettlement area in terms of technical infrastructure and social infrastructure, meeting the requirements of stabilizing people's lives, activities and production after the State recovers land; not allowing the situation of slow resettlement arrangement to affect site clearance progress and people's rights.

Localities proactively develop and organize the implementation of detailed plans weekly and monthly, report to the Provincial Working Group; identify site clearance work as a key task to create a foundation to ensure project progress in the area, avoiding delays and delays in the implementation process.
