Many agencies propose to increase the base salary by more than 2.53 million VND/month
The proposed base salary is 2.53 million VND/month, but many agencies believe that it needs to be increased higher to improve the lives of officials, civil servants, and public employees.
The Ministry of Justice is appraising the draft dossier of the Decree adjusting the base salary and bonus regime for cadres, civil servants, public employees (CBCCVC) and armed forces, which is being drafted by the Ministry of Home Affairs.
According to the draft of the Decree, the drafting agency believes that the base salary of 2.34 million VND/month is only about 56% of the regional average minimum wage of the business sector. Therefore, the Ministry of Home Affairs proposes to adjust the base salary to 2.53 million VND/month from July 1, 2026.
Contributing opinions to the draft, many agencies proposed to increase the base salary higher by 2.53 million VND/month.
According to the Ministry of Education and Training, based on point 2. 2 section II Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Party Central Committee on salary policy reform for CBCCVC, armed forces and employees in enterprises: "For the public sector: By 2025, the lowest salary of CBCCVC will be higher than the lowest average salary in regions of the business sector".
Based on Decree No. 293/2025/ND-CP dated November 10, 2025 of the Government stipulating the minimum wage for employees working under labor contracts, the average regional minimum wage for the business sector is 4.47 million VND/month.
Currently, according to the draft Decree, after the basic salary is expected to increase by 19,000 VND/month (from 2.34 million VND/month to 2.53 million VND/month), the lowest salary level for CBCCVC is still lower than the regional average minimum wage of the business sector.
The Ministry of Education and Training believes that this adjustment level has not ensured a reasonable correlation with the labor market, has not created a clear change in improving the income of salaried people, leading to the lives of civil servants and public employees still facing many difficulties.
Therefore, the Ministry proposed that the drafting agency study and supplement the impact assessment of the plan to adjust the base salary increase, in which it clarifies the salary gap between the public sector and the business sector; the level of meeting the minimum living needs of CBCCVC after adjustment.
On that basis, consider adjusting the base salary with a more appropriate increase, contributing to improving the lives of pensioners and in accordance with the direction of salary policy reform in the spirit of Resolution No. 27-NQ/TW.
Continuing to stipulate the base salary level is necessary and appropriate in the current period, but it is necessary to supplement transitional regulations associated with the roadmap for salary policy reform (paying salaries according to job positions) to be consistent with the Government's Resolution.
Agreeing with this view, Lai Chau province also proposed that the Ministry of Home Affairs study and advise on proposals to increase the base salary from July 1, 2026 to be higher than 2.53 million VND/month.
This province believes that the base salary of 2.53 million VND/month is only about 56% of the regional average minimum wage of the business sector in 2026, not ensuring the lives of CBCCVC and armed forces.
Implementing the policy of arranging administrative units at all levels and the two-level local government organization model, the workload at the commune and ward levels has increased, and the requirements for tasks are increasingly high.
Meanwhile, the income of civil servants and public employees is still low, commodity prices are high, and salaries do not meet the essential spending needs of families, leading to not creating peace of mind in work, and at the same time, it is difficult to attract highly capable and qualified personnel to the public sector.
Explaining and absorbing the above opinions, the Ministry of Home Affairs proposed to keep it as the draft to ensure the correct implementation of the Party's guidelines and the Government's direction.
