Ministry of Health presides over drafting the draft Law on Food Safety (amended)

The draft Law on Food Safety (amended) drafted by the Ministry of Health will submit policy documents to the Government before June 10, 2026.

Deputy Prime Minister Le Tien Chau has just signed Decision 701/QD-TTg assigning the agency to preside over the drafting and the deadline for submitting draft laws adjusted in the 2026 legislative program.

The Ministry of Construction is assigned to preside over the drafting of the Law on Real Estate Business (amended) and the Law on Housing (amended), submitting policy documents to the Government before June 10, 2026, and submitting project documents to the Government before August 10, 2026.

The draft Law on Food Safety (amended) is drafted by the Ministry of Health, submitting policy documents to the Government before June 10, 2026, and submitting project documents to the Government before August 10, 2026.

It is expected that this draft law will be submitted to the National Assembly at the second session (October 2026).

The Ministry of Industry and Trade presides over the drafting of 3 draft laws including: Law on Derivative Commodity Transactions (submitting policy documents to the Government before June 10, 2026, submitting project documents to the Government before August 10, 2026); Law amending and supplementing a number of articles of the Commercial Law, Competition Law, Foreign Trade Management Law, Law on Protection of Consumer Rights (submitting policy documents to the Government before May 10, 2026, submitting project documents to the Government before July 10, 2026); Law amending and supplementing a number of articles of the Electricity Law (submitting project documents to the Government before August 10, 2026).

The Ministry of Finance presides over the drafting of the Law amending and supplementing a number of articles of the Customs Law (submitting project dossiers to the Government before July 10, 2026); Law amending and supplementing a number of articles of the Law on Non-Agricultural Land Use Tax (submitting project dossiers to the Government before August 10, 2026).

The deadline for submitting the above draft laws to the National Assembly Standing Committee is September 2026, especially the draft Law amending and supplementing a number of articles of the Commercial Law, Competition Law, Foreign Trade Management Law, Law on Protection of Consumer Rights and the draft Law amending and supplementing a number of articles of the Customs Law will have to be submitted in August 2026.

Decision 701/QD-TTg also requires to continue proposing to add other necessary projects to the 2026 legislative agenda.

Previously, the Government issued Resolution No. 15/2026/NQ-CP temporarily suspending the application of Decree No. 46/2026/ND-CP dated January 26, 2026 detailing the implementation of a number of articles and measures to organize and guide the implementation of the Law on Food Safety and Resolution No. 66. 13/2026/NQ-CP dated January 27, 2026 regulating the announcement and registration of food products until the Law on Food Safety (amended) and the Decree guiding the Law on Food Safety (amended) take effect.

During the period of temporary suspension of validity of the above 2 documents, Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government detailing the implementation of a number of articles of the Law on Food Safety and documents regulating and guiding implementation continue to be effective.
