The army merges 2 institutes, reorganizes departments
In March 2025, the Ministry of National Defense has just issued a decision to merge 2 Departments and arrange and hand over a series of departments.
According to the Ministry of National Defense's Electronic Information Portal, in order to implement the arrangement and merger of the organizational apparatus, the Ministry of National Defense has just held a conference to hand over the Institute of Military History to the Institute of Defense Strategy and reorganize it into the Institute of Defense Strategy and History of Vietnam.
Speaking at the conference, Lieutenant General Vu Cuong Quyet - Director of the Vietnam Institute of Defense Strategy and History - emphasized that the handover and reorganization into the Vietnam Institute of Defense Strategy and History is a step in the development of the functions, tasks, organization, payroll, number of troops, and equipment of the agency.
On March 25, the Ministry of National Defense also held a conference to hand over the Department of Planning and Investment, the Department of Finance, and the Department of Economics to the new Department of Finance.
Previously, on March 21, the General Staff of the Vietnam People's Army (VPA) also held a conference to merge and hand over the Department of Mapping to the Department of Combat.
Accordingly, the implementation of Decision No. 759/QD-BQP of 5.3.2025 of the Minister of Defense on merging the Map Department into the War Department; Decision No. 555/QD-TM dated 7.3.2025 of the General Staff of the People's Army of Vietnam on promulgating the organization and payroll of the Department of War of the General Staff, the Department of War and the Map Department have actively and actively implement the contents of the merger and handover.
At the same time, study and propose a plan to build an organization and staffing according to the conclusion of the Central Military Commission Standing Committee, directed by the Chief of the General Staff.
Speaking at the conference, Senior Lieutenant General Huynh Chien Thang - Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army - emphasized that the adjustment of the organization and forces of the Army is inevitably objective, in line with reality.
At the same time, it demonstrated a new thinking and new vision on adjusting the organization of the Army's forces, increasingly better meeting the requirements of the cause of building and strengthening national defense and defending the Fatherland.
Also in March, the General Staff of the Vietnam People's Army held a conference to hand over the Department of Financial Inspection, Department of Finance (Ministry of National Defense) to the Inspectorate of the Ministry of National Defense.
Pursuant to the Minister of Defense's Decision No. 767/QD-BQP of 5.3.2025 on merging the Department of Economic Department, the Department of Finance, the Department of Planning and Investment reorganized into the Department of Finance; Plan No. 1149/KH-TM of the General Staff Department, the Department of Finance has developed a plan to hand over the Finance Inspection Department, the Department of Finance on the Ministry of Defense Inspectorate.
Accordingly, the Inspectorate of the Ministry of National Defense receives, is responsible for managing, leading and directing the Financial Inspectorate from March 20, 2025.
The General Department of Politics of the Vietnam People's Army also previously held a conference to hand over the Department of Politics and Social Insurance (DOLISA) of the Ministry of National Defense to the Department of Politics and Social Affairs.
Accordingly, the Ministry of National Defense issued Decision No. 757/QD-BQP to merge the Ministry of National Defense Social Insurance and the Department of Policy, reorganizing it into the Department of Policy - Social.
