Plan to arrange cadres and headquarters when establishing Quang Ninh and Bac Ninh cities

On the morning of August 6, at the First Extraordinary Session of the 16th National Assembly, Member of the Party Central Committee, Minister of Home Affairs Nguyen Tien Hai presented a report on the establishment of Quang Ninh City and Bac Ninh City.

Ensuring sufficient conditions and standards

Presenting the Submission, Minister of Home Affairs Nguyen Tien Hai said that the establishment of Quang Ninh City and Bac Ninh City has ensured a full political and legal basis according to regulations. At the same time, the establishment of the two cities has been in accordance with the National Overall Plan; Overall Plan of the urban and rural system, Plan of the Red River Delta region, Provincial Plan, General Urban Plan of Quang Ninh and Bac Ninh.

The development practice of the Red River Delta region and the whole country shows that Quang Ninh and Bac Ninh both play an important role, promoting good potential and advantages to rise to the group of localities with leading economic scale in the country.

In which, Quang Ninh has a strategic position in socio-economic development, defense, and security; is the only locality with both land and sea borders with China, creating a great advantage in border gate economy and trade. The province owns a synchronous and modern transport infrastructure system including roads, air and sea.

In 2025, Quang Ninh contributed 2.87% of the country's GRDP and 9.4% of the Red River Delta region's GRDP; contributing 4.1% of the country's growth and 11.3% of the region's growth. The province has 247 FDI projects with a total registered capital of 17.05 billion USD, ranking 7th in the country in FDI attraction, 6th in budget revenue, contributing about 3.1% of total national budget revenue.

For Bac Ninh, the province has a strategic position at the Northeast gateway of Hanoi. The province is completing a multimodal transport system with key projects such as the Hanoi - Lang Son expressway, Gia Binh International Airport, high-speed roads and railways, Kep international intermodal station, and a modern port and logistics center system.

In 2025, Bac Ninh has the 5th largest economy in the country, the 3rd largest in the Red River Delta region; accounting for 4.1% of the country's GDP and 13.6% of the region's GDP; economic growth reached 10.27%; budget revenue was over 123.6 trillion VND.

To date, the province has more than 3,660 valid FDI projects with a total registered capital of over 52 billion USD, ranking 2nd in the country.

According to the Minister of Home Affairs, from the above-mentioned political, legal and practical bases, the establishment of Quang Ninh City and Bac Ninh City is necessary; creating an important premise for Quang Ninh and Bac Ninh to continue to develop according to the orientations in the Resolutions and Conclusions of the Central Government and the Politburo.

Plan to arrange the organizational structure

According to the content of the Submission, Quang Ninh City was established on the basis of maintaining the status quo of Quang Ninh province. After establishment, the city has a natural area of 6,232.27km2, a population of 1,523,400 people and 54 commune-level administrative units, including 30 wards, 22 communes and 2 special zones.

Bac Ninh City was also established on the basis of maintaining the status quo of Bac Ninh province. The city has an area of 4,713.75km2, a population of 3,989,623 people and 99 commune-level administrative units, including 45 wards and 54 communes.

Regarding the plan to arrange headquarters and public assets, the Submission clearly states that the existing headquarters and public assets of Quang Ninh and Bac Ninh provinces will continue to be used.

Regarding the organizational structure, basically maintaining the agencies and units in the political system of the two provinces; and at the same time implementing arrangement and new establishment according to Party regulations and laws.

Regarding cadres, civil servants, and public employees, in the immediate future, maintain the existing team; personnel arrangement and assignment will be carried out according to regulations, ensuring compliance with the urban government model.

Presenting the appraisal report of the Submissions and Projects on the establishment of Quang Ninh City and Bac Ninh City, Member of the Party Central Committee, Chairman of the Law and Justice Committee (Committee) Phan Chi Hieu said that the Committee agreed with the necessity of establishing Quang Ninh City and Bac Ninh City, agreeing with the bases mentioned in the Government's Submissions and Projects. This policy has been considered and agreed upon by the Party Central Committee and the Politburo.

The Committee said that the development of the Projects has ensured the correct order and procedures according to the provisions of the Law on Organization of Local Government and Resolution No. 112/2025/UBTVQH15; and has been consulted with voters and People's Councils of directly affected administrative units with a high consensus rate.

Through verification, the areas planned to establish 2 cities all fully meet 7/7 standards and 5/5 conditions according to regulations.
