Agree to establish a Coordinating Council for dissemination and legal education at the commune level

On August 23, the National Assembly voted to pass the Law on Dissemination and Education of Laws (amended) with 466/475 delegates participating in the vote in favor.

The Law on Dissemination and Education of Law (amended) takes effect from March 1, 2027.

Before the delegates voted to approve, the National Assembly listened to Member of the Party Central Committee, Minister of Justice Hoang Thanh Tung present the Report on receiving, explaining and revising the draft Law on Dissemination and Education of Laws (amended).

The report said that, based on receiving opinions from National Assembly deputies, the Government has organized a comprehensive review and revision of the draft Law in the direction of ensuring the requirement of innovating thinking in law-making, fully complying with the principles of constitutionality, unity and synchronization of the legal system.

The draft law is completed on the basis of closely following the guiding viewpoint of putting people and businesses at the center, strongly transforming the thinking and methods of disseminating and educating law from providing one-way legal information to creating... in accessing the law.

One of the contents that is being concerned and absorbed, and revised is the regulation on digital transformation, the application of artificial intelligence in legal dissemination and education.

Accordingly, the draft Law completes the State's policy on dissemination, legal education, and policy communication in the direction of prioritizing and encouraging digital transformation and application of artificial intelligence; and at the same time has policies to develop digital human resources and foster digital skills for people working in dissemination, legal education, and policy communication.

The draft Law also completes the regulations on the National Legal Portal in the direction of identifying this as a common national digital legal platform for industries and fields.

The law also encourages organizations and individuals to disseminate and educate laws through digital platforms, social networks, and artificial intelligence; and at the same time supplements the requirement to control, verify, and strictly and effectively manage the dissemination and education of laws through digital platforms and artificial intelligence applications.

These regulations create a synchronous legal basis to promote the application of digital technology in legal dissemination and education, policy communication, meeting the requirements of digital transformation in legal work.

Regarding the Coordinating Council for Dissemination and Legal Education (Council), the draft Law inherits regulations on councils at the central and provincial levels; and at the same time stipulates the unified establishment of councils at the commune level.

Compared to the Law on Dissemination and Legal Education in 2012, the Council has supplemented the function of advising on policy communication and building a culture of respect for the rule of law in the Law on Dissemination and Legal Education in 2026.

For ministries, ministerial-level agencies, agencies, and organizations at the Central level, the head decides on the establishment of the Council when necessary.
