Phu Tho proposes spending money for people participating in disaster prevention and control
Phu Tho - People participating in disaster prevention and control without salary are proposed to be supported with 327,600 VND/day.
The Provincial People's Committee is drafting a Resolution stipulating the level of working day allowance for people who do not receive salaries from the state budget and are mobilized to participate in disaster prevention and control, training, and drills.
According to the draft, the allowance level applied to this group of subjects is 327,600 VND/person/day.
For tasks performed at night, from about 10 pm the previous day to 6 am the next morning, the allowance level is increased by 50%. With a basic level of 327,600 VND, the corresponding increase is 163,800 VND.
The draft also requires that payments must be made to the right beneficiaries, on time to perform tasks, publicly, transparently and in compliance with legal regulations.
According to Phu Tho Provincial People's Committee, the level of 327,600 VND is proposed based on the Government's regulations. Specifically, Decree 53/2026/ND-CP stipulates the working-day allowance level submitted by the Provincial People's Committee to the People's Council of the same level for decision but not lower than the level specified in Decree 72/2020/ND-CP and amended documents.
Decree 16/2025/ND-CP stipulates that the daily wage allowance level is not lower than 327,600 VND.
This level is also being applied by Phu Tho province to the militia force according to Resolution 27/2025/NQ-HĐND dated October 28, 2025. Accordingly, militia forces mobilized to perform tasks or implemented according to the plan of competent authorities are entitled to 327,600 VND/person/day of work.
Phu Tho Provincial People's Committee believes that this support level ensures consistency with current policies and is also suitable for budget balancing capacity.
In addition to militia, disaster prevention and control work also mobilizes grassroots security forces, shock forces for disaster prevention and control at commune level, militia, mass organizations and people.
According to the Provincial People's Committee, these groups can participate in training, drills, drills, disaster response and recovery. The nature of work, conditions for performing tasks and level of risk have many similarities.
Therefore, the regulation of a common allowance level is considered appropriate, both ensuring the rights of participants and avoiding discrepancies with the regime currently applied to militia.
For nighttime tasks, the 50% increase is also built on the basis of regulations of the Central Government and current policies of the province.
Phu Tho Provincial People's Committee believes that this calculation method ensures correlation between specific task groups and is feasible in balancing the local budget.
