Developing the private economy, not legalizing economic relations

On April 13, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a thematic Government meeting on law-making in April 2025 to review and give opinions on 4 draft laws and 2 draft resolutions of the National Assembly.

In the draft Law on Organization of Criminal Investigation Agencies (amended), Government members are interested in discussing the organization of the criminal investigation agency apparatus, especially regulations related to competent forces for criminal investigation and relations between investigation agencies...

With the draft Resolution of the National Assembly on building a regional and international financial center in Vietnam, the Government discussed enthusiastically on specific and outstanding policies to build and develop a leading international financial center, operating according to international standards in Vietnam.

Discuss the model of organization, management, and dispute resolution at international financial centers in Vietnam; mechanism to attract high-quality human resources, foreign entrepreneurs, investors, etc.

Regarding the draft Law amending and supplementing a number of articles of the Law on Citizenship, delegates focused on discussing regulations related to the issue of naturalization and return to Vietnamese nationality in a more favorable and open direction to meet the aspirations of overseas Vietnamese and attract resources to serve the development of the country.

Regarding the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of social housing, members of the Government focused on discussing and giving opinions on the contents to promote the development of social housing for low-income people and industrial park workers, especially the participation in the construction of social housing by trade union organizations, the ratio of commercial housing areas, social housing in projects...

Concluding the meeting, Prime Minister Pham Minh Chinh assigned Deputy Prime Ministers in charge of the field to direct the host agencies in receiving and urgently completing the dossiers of draft laws and resolutions in accordance with regulations to submit to the National Assembly at the 9th Session in May 2025.

Regarding the project to amend and supplement a number of articles of the Penal Code, the Prime Minister emphasized the requirement to both maximize and protect the legitimate rights and interests of people, and have appropriate tools and sanctions, with enough deterrence for all types of crimes.

In which, it must contribute to promoting the development of science and technology, innovation, digital transformation, private economic development, not institutionalizing economic and civil relations.

Regarding the draft Resolution of the National Assembly on building a regional and international financial center in Vietnam, the Prime Minister emphasized the need for policies that are superior to current laws in Vietnam and international ones.

The Prime Minister emphasized the need to remove all institutional difficulties and obstacles, serving development; abandon the mindset of "if you can't manage, then ban"; implement "if you don't know, then don't manage"; liberate all of the country's productive power, mobilize all social resources for development.

At the same time, cut all cumbersome and unnecessary administrative procedures and increase the authority to sanction administrative sanctions, with specific and clear sanctions and regulations; ensure clear responsibility, clear authority, clear time, and clear progress so that when the law comes into effect, it can be implemented well and ensure effectiveness.
