Dear Congress!
On behalf of the Party Committee of the Ministry of Industry and Trade, I would like to express my high agreement with the content of the Political Report and documents submitted by the 13th Party Central Committee to the Congress.
With the permission of the Presidium, I would like to present a speech with the theme "Developing Vietnam's industry and trade autonomy, connecting, modernizing, transforming green, transforming digital and effectively integrating into the global production and supply chain".
Dear Congress!
In the 2021 - 2025 term, our country's economy has been stable, overcoming the storm, achieving very important and comprehensive results, many outstanding bright spots as stated in the political report.
Among the common achievements of the country, the Industry and Trade sector has made positive contributions as a strategic pillar - one of the main driving forces to promote the country's socio-economic development towards autonomy, connectivity, modernization, green transformation, digital transformation and extensive and effective international integration. Notably: (1) Industrial production has clearly recovered, achieving a fairly good growth rate (average 6.1%/year), in which the processing and manufacturing industry has an average growth of 6.9%/year, creating momentum, leading growth and promoting industrialization and modernization of the country. The localization rate has improved; some key industries have successfully integrated, affirming their position in the global value chain. (2) The energy sector has developed strongly, rising to the top of Southeast Asia in terms of power system scale; national energy security is guaranteed, basically meeting the requirements of socio-economic development and people's lives. (3) Import and export is always a bright spot, with impressive growth with an average growth rate of 10.9%/year; the trade surplus continues to remain high, contributing to supplementing foreign exchange reserves and stabilizing macroeconomic indicators. (4) The domestic market is developing positively with an average growth rate of 7.7%/year, a "support" to help the economy stand firm and recover quickly against external shocks; e-commerce is developing strongly, with an average growth rate of over 20%/year, creating momentum for digital economic development and leading digital transformation in enterprises.
(5) International economic integration has been implemented synchronously and effectively, accessing preferential export markets through 17 Free Trade Agreements (FTAs), contributing to boosting exports, attracting foreign investment, improving competitiveness and promoting the restructuring of the economy in a modern direction.
In addition to the above achievements, our country's industry and trade still have some difficulties that need to be overcome (as pointed out in the Political Report), specifically: (i) The level of technological autonomy, added value, labor productivity in industry is still low; the development of basic industries and source technology is still limited; the transition to "green" and "smart" production is still slow; (ii) The energy infrastructure has not kept up with the pace of renewable energy development; the power source structure between regions is still unbalanced, slow to develop base electricity; (iii) Export activities are not diverse, the value is low, dependent on imported raw materials and FDI areas; (iv) Trade infrastructure, logistics are not yet synchronous; costs are high; These are factors from the main factors in the country and the world.
Dear Congress,
Our country is entering a new era - the era of science and technology, innovation, green transformation, digital transformation and extensive international integration. In that context, to continue promoting industrial and trade development, contributing to the successful and comprehensive implementation of the Resolution of the 14th National Party Congress, contributing worthyly to the country's development in the new era, the Party Committee of the Ministry of Industry and Trade is determined to focus on effectively implementing the following key tasks:
Firstly, perfecting institutions and policies: Institutionalize the Party's policies on socio-economic development, promote industrialization and modernization into synchronous, feasible policies and organize effective implementation. Promote "dual transformation" - combining green transformation with ensuring national energy security and digital transformation - as a strategic breakthrough, creating a favorable investment and business environment, removing bottlenecks, mobilizing resources; promoting traditional growth drivers and creating new growth drivers.
Second, restructuring industry and trade associated with science, technology and innovation: Innovation in thinking, promoting restructuring of industry and trade towards improving productivity, quality, efficiency and competitiveness (target of increasing the proportion of processing and manufacturing industry to 28-30%); taking science - technology, innovation, digital transformation, green transformation as the main driving force. Prioritize mastering emerging industries, building a number of large domestic enterprises capable of leading key sectors, with competitive advantages, as a core to promote industrialization and modernization. Synchronously and modernly developing energy, industrial, commercial and logistics centers in a green and smart direction.
To successfully carry out the key tasks set out, the Party Committee of the Ministry of Industry and Trade proposes the following development solutions for the Industry and Trade sector in the coming time:
First, Continue to lead, direct the completion and proposal to elevate major policies on national industrial and trade development in the direction of autonomy, modernity, green transformation, digital transformation; identify processing, manufacturing and energy industry as an important material foundation of an independent and self-reliant economy.
Second, Strongly innovate the thinking of law-making and enforcement towards development creation. Implement controlled pilot mechanisms to promptly remove bottlenecks and free up resources; on that basis, summarize and replicate appropriate models.
Third, Focus on State resources and mobilize social resources to synchronously and modernise energy, industrial, logistics and trade infrastructure; create conditions for the private sector to participate in investing and operating a number of key infrastructure stages, on the basis of ensuring security, safety of the system and national interests.
Fourth, Resolutely improve the capacity of domestic enterprises through synchronous solutions; consider this a strategic requirement to strengthen the autonomy of the economy.
Fifth, promote proactive, substantial and effective international economic integration; link international economic integration with improving the autonomy of the economy, while focusing on the sustainability of growth.
The Industry and Trade sector is committed to transforming thinking from "management" to "creating", accompanying businesses, proactively unlocking resources, turning challenges from greening and digitalization trends into breakthrough opportunities, contributing to the overall development of the country.
