First of all, the Central Public Security Party Delegation expressed high agreement with the draft Central documents submitted to the Congress. To clarify and deepen the content of protecting national security, ensuring social order and safety and building the People's Public Security force in the draft Congress documents, on behalf of the Central Public Security Party Delegation, I would like to give a speech on the topic: "P Police work implements 3 strategic goals of the Party: peace, stability; sustainable, high-quality development; improving all aspects of people's lives".

In the past year, there have been pandemics, natural disasters, international fluctuations, economic difficulties, supply chain disruptions, etc., with many unprecedented and unprecedented problems, many unprecedented difficulties and challenges. In that context, our Party continues to affirm the courage, intelligence, leadership of the entire Party, people, and army to successfully implement the Resolution of the 13th National Party Congress, bringing the revolutionary boat forward quickly and steadily, and bringing the 40-year renovation career to great achievements. In particular, in the final years of the term, with the Party's strategic vision, acumen and wiseness, the implementation of the Resolution of the 13th National Congress has had historic, breakthrough and turning points. The revolution in reorganizing the apparatus of the political system; a series of strategic policies of the Party with the determination to continue to innovate, thoroughly remove bottlenecks, unlock resources, create development, and care for the people, has strongly aroused in the entire Party, the entire people, and the entire army "confidence, self-reliance, self-reliance, self-strengthening, national pride", the strength of great solidarity, the desire to contribute, and shape the overall strategic framework for the country to firmly progress rapidly in the following years under the leadership of the Party. The country's position and prestige continue to be enhanced in the international arena; Vietnam is always among the countries with high economic growth in the region and the world; people's lives are constantly improved with practical policies on employment, health, education, poverty reduction, caring for meritorious people, the disadvantaged, supporting people affected by natural disasters and epidemics.

Effectively implementing the Resolution of the 13th National Party Congress with a spirit of exemplary pioneering, united for the Party and the people, the work of the Public Security has made remarkable progress. Right from the beginning of the term, with courage, vision and intelligence, the Standing Committee and the Central Party Committee of the Public Security have led the People's Public Security force to uphold responsibility, promote the high spirit of daring to think, daring to do, daring to innovate, daring to take responsibility for the common good, pioneering in reorganizing the apparatus, bringing regular police to communes, not organizing district-level police, leading the national digital transformation process, achieving the feat of building a national database on population, proactively proposing to perfect the law with many new and difficult issues; always at the forefront of saving people, helping people in times of danger and danger, in the movement "The whole country joins hands for the poor, leaving no one behind", with the motto "When the people need, when the people are in difficulty, there is a police". National security is maintained, Vietnam continues to be among the top countries in the world in terms of security and safety; complex potential problems, key opposing objects are detected, resolutely handled early, from afar, from outside the territorial borders. A society of order, order, safety and health; people have a more peaceful and happy life; crimes and violations of the law, traffic accidents, fires and explosions are controlled and reduced; fighting uncompromisingly against all types of crimes, especially corruption, waste, negativity, drug crimes, environment, counterfeit goods; building a traffic culture and hundreds of drug-free communes. The signing ceremony of the United Nations Convention against Cybercrime is a milestone affirming Vietnam's commitment and responsibility to participate in leading the resolution of global issues. The people's security belt, national security, and the people's security posture are increasingly consolidated, promoting the people's heart posture, closely linked to the national defense posture, the national defense posture. After a period of striving to "overcome oneself", the People's Public Security force has grown strongly, matured remarkably, and has basically been built "truly clean, strong, disciplined, elite, modern", firmly affirming its role as "green shield", "steel shield" to protect the Party, State, People and the socialist regime.

In the coming term, besides opportunities and advantages, the four risks that our Party has pointed out are still present, presented more strictly, expressed in a new form; the cause of building and defending the Fatherland is facing four major challenges: (i) Challenges in identifying and promptly grasping trend and movement of the times, promptly deciding on national leadership policies, effectively resolving internal and external relations, development and security, risks and opportunities. The pressure is greater than "choosing sides", "choosing routes" in terms of politics, foreign affairs, economy, national defense, security and technology. (ii) Timely identify new spaces, fields, and protective subjects; identify and effectively handle security risks, security and order violations due to the rapid development of science and technology, the country's position and potential after 40 years of renovation, and implement new thinking on development. (iii) People's expectations for the country's rapid development in the new era, successfully implementing the Resolution of the 14th National Congress and the Party's strategic policies. (iv) Challenges in implementing socialism's goals of ensuring social security, eliminating hunger and reducing poverty, and improving the quality of life of the people.

In that context, the Public Security work focuses on implementing "The Party's 3 strategic goals: peace, stability; sustainable, high-quality development; improving all aspects of people's lives", with the following contents:

First, uphold the principle of the Party's absolute and direct leadership in all aspects towards the People's Public Security; continue to be exemplary, leading and being one of the main forces, the core to implement the Resolution of the 14th Congress and the Party's strategic policies. Strongly innovate the thinking of national security protection from implementing "public service responsibility" to "public service responsibility", from "command, support" to "command, support and proactively propose and create development"; strongly shift the method of operation from traditional to traditional combined closely with modernity. Not only firmly protecting the security of the Fatherland early and from afar, protecting the country when it is not yet in danger, absolutely not leaving the country passive in strategy, but proactively taking the lead, turning challenges into opportunities for the country's development, constantly consolidating security potential, increasing contributions to peace and stability in the region and the world.

Second, maintain the country's position in the group of leading countries in security and safety in the world; build an orderly, disciplined, safe and healthy society for a peaceful and happy life for the people, creating a foundation for the success of development. Strengthen protection of regime security, cultural and ideological security, economic security, network security, data security, protection of vulnerabilities, strategic-level cadres, and elite in the scientific and technological community; basically resolve complex potential factors of security and order, preventing passive and unexpected incidents. Proactively identify and firmly protect security in new spaces and fields; effectively combat new methods and tricks of criminals. Strive to build 50% of communes nationwide, 18 localities drug-free, towards crime-free. Continue to promote the role of leading the national digital transformation process, creating a foundation for implementing administrative procedures without administrative boundaries, creating digital trust, building a digital society, digital citizens, developing a digital economy, data economy, data industry. Focus on building a culture of "respect for the law", a culture of transportation; consolidate the remote security belt; strengthen the protection of national and ethnic interests, legitimate interests of Vietnamese businesses and people abroad; actively participate in solving global issues, enhance international cooperation in implementing the Hanoi Convention, and turn Vietnam into a center for cooperation against cybercrime in the Asia-Pacific region.

Third, build a revolutionary, disciplined, elite, modern police force, "Most disciplined - Most trusting - Most proactive" , take the lead in social security work, firmly consolidate the position of the people's heart. Focus on building a team of cadres and party members with iron discipline, strict discipline, steel bravery, professional expertise in law, technology, humanity, and closeness to the people. Continue to effectively implement the motto "When the people need it, when the people have difficulties to have the police". Enhance the work of the Public Security to support the disadvantaged and those in difficult circumstances, contribute to solving problems related to security and order, promote the "people's heart position" in building and defending the socialist Fatherland.

Fourth, create a breakthrough in developing an autonomous, self-reliant, self-reliant, dual-use, modern security industry, consolidate security potential, actively contribute to the implementation of the goal of sustainable, high-quality development of the country. From the practical work of ensuring security and order, especially ensuring network security in the digital transformation process, state management of security and order for research, development, technological autonomy, production, and supply of security industrial products and services, both meeting the requirements of security and order protection, mastering core technology, and reducing imports, supplying domestic markets, and moving towards export. The focus is on 05 product groups: industrial safety and network security products and services; big data industrial products and services serving digital transformation; professional technical products; fire prevention and fighting products; products for early detection, warning, and prevention of security and order risks.

Under the leadership of the Party, the management of the State, the coordination of departments, ministries, branches, localities, the support and assistance of the People and international friends, promoting the glorious tradition of more than 80 years of building, fighting and growing, the entire People's Public Security force is determined to implement "Following the teaching - Innovation in thinking - Improving knowledge - Modern policies - For the Party, for the People", creating a foundation for the successful implementation of the Resolution of the 14th National Congress and the strategic goals of the Party.
