Responsibility of the Ministry of Public Security for data on civil servants and public employees

Article 27, Decree 27/2026/ND-CP on the National Database of Cadres, Civil Servants and Public Employees (effective from July 1, 2026) stipulates the responsibility of the Ministry of Public Security as follows:

1. Ensure infrastructure, security, safety of systems and data and be responsible for operating technical infrastructure to serve the National Database on cadres, civil servants and public employees located at the National Data Center.

2. Ensure safety and operation The platform for sharing and coordinating data serves connection, synchronization, and data sharing between the National Database on cadres, civil servants, and public employees with national databases according to regulations.

3. Deploy technical measures to protect infrastructure, monitor information security, provide early warnings of risks, prevent cyber attacks, respond to incidents, ensure data integrity, readiness and confidentiality during the operation of the National Database on cadres, civil servants and public employees at the National Data Center.

4. Coordinate with the Ministry of Home Affairs:

a) Connecting the National Population Database with the National Database of Cadres, Civil Servants and Public Employees to synchronize data to ensure accuracy and consistency of basic information and data on cadres, civil servants and public employees;

b) Connecting and synchronizing data between the National Population Database, databases, and other information systems managed by the Ministry of Public Security containing data on cadres, civil servants, and public employees for comparison, cleaning, sharing, and updating data to ensure accuracy and consistency.

5. Preside over and coordinate with the Ministry of Home Affairs and the Government's backlog to develop, promulgate and implement the Coordination Regulation on ensuring security, safety and operating technical infrastructure to serve the National Database on cadres, civil servants and public employees.

6. Coordinate with the Ministry of Science and Technology and the Government backlog to ensure the safety and security of the Data Transmission Network for specialties in Party and State agencies, meeting the operational requirements of the National Database on cadres, civil servants and public employees.

Thus, from July 1, 2026, the Ministry of Public Security has the above responsibility for data on cadres, civil servants, and public employees in the National Database.
