Responsibility of the Ministry of Public Security for the labor market information system

The Lao Dong Newspaper Legal Consulting Office replied:

Article 23 of Decree 318/2025/ND-CP detailing a number of articles of the Law on Employment on labor registration and the labor market information system (effective from January 1, 2026) stipulates labor market information as follows:

1. Coordinate with the Ministry of Home Affairs to develop regulations on connecting and sharing information related to the labor market that is not under the scope of state secrets managed by the Ministry of Public Security in accordance with regulations on information security and safety.

2. Develop the VNeID electronic identification application to perform registration and adjust labor registration information.

3. Sharing and handing over the database on workers collected from the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 and coordinating with the Ministry of Home Affairs to share and continue developing the database on workers to ensure the provisions of the law on security, safety and confidentiality.

Thus, from January 1, 2026, the responsibility of the Ministry of Public Security for the labor market information system is regulated as above.
