Presidential Office reviews and rearranges organizational structure and staff
General Secretary and President To Lam requested the Presidential Office to review and rearrange the organizational structure, payroll, and job positions associated with functions and tasks.
General Secretary and President To Lam emphasized this content at a working session with the Presidential Office, assessing the situation and orienting the tasks of the agency in the coming time, on May 11, in Hanoi.
Attending the working session were Secretary of the Party Central Committee, Vice President Vo Thi Anh Xuan.
Orienting key task groups in the coming time, General Secretary and President To Lam clearly stated that the Presidential Office must properly assess the role, the true nature of the work, innovate the reporting regime, improve the quality of service advice and standardize output products; clearly define the nature of each task group, work, so as not to make general assessments.
The Presidential Office urgently completes the coordination mechanism between the Party Central Committee Office, the General Secretary Office and other relevant agencies. This is a key task in the new context when the General Secretary concurrently holds the position of President.
Party work and state work have different functions, powers, processes, forms of documents, and responsibilities, not mechanically divided, absolutely not overlapping, interconnected but not confused roles, unified but not replacing, clear focal points but not creating additional levels, fast but must be within authority.
The Presidential Office must review and rearrange the organizational structure, payroll, and job positions associated with functions, tasks, working regulations and internal regulations; must rebuild the mechanism for assigning tasks to serve the Vice President. The assignment must be clearer, tighter, and more appropriate. The Office must have a strong enough force to serve the Vice President but not to form a separate work line.

The General Secretary and President clearly stated that it is necessary to elevate and improve the quality of tasks on legal, judicial, and civil rights under the President's authority of the Presidential Office. This is a group of tasks that clearly demonstrates the state's legal role, related to human life, humanitarian policies and the strictness of the law, and the trust of society, so there must be good data, strict procedures, responsibility, and no external impacts.
The General Secretary and President requested to ensure standards, state prestige, integrity in state personnel work, foreign affairs ceremonies, heads of state and commendation. This is a very important task group, advising closely, accurately, within authority, in accordance with procedures, and not allowing errors to occur.
The Presidential Office must promote digital transformation, data management, security and monitoring of results. Along with that, it is necessary to strictly maintain information security discipline and public service integrity, absolutely not to use public service information for improper purposes; build a contingent of cadres who are absolutely loyal to the Party, the Fatherland, the people, the Constitution and laws on strict implementation of public service discipline.
The General Secretary and President emphasized that it is necessary to have analytical capacity, comprehensive capacity, critical capacity, forecasting capacity and inter-sectoral working capacity. The Party Committee and the Presidential Office should further promote their comprehensive leadership role in the activities of Party Committee agencies, not only leading political and ideological work, Party cell activities, inspection and supervision of building and internal solidarity, but also directly improving the quality of advising on innovating working methods and building a contingent of cadres to maintain discipline and order.
