Increase by more than 4,000 billion VND, shortening the completion time of Ring Road 3 section passing through 4 communes
Hanoi - Total investment of Ring Road 3 project section passing through 4 communes increased from 7,690 billion VND to 11,731 billion VND.
On the morning of May 11, at the 2nd session (specialized session), the Hanoi People's Council of the XVII term approved the Resolution approving the adjustment of the investment policy for the project to invest in the construction of Ring Road 3 section passing through the old Dong Anh district (now belonging to the communes: Dong Anh, Thu Lam, Quang Minh, Phuc Thinh).
Resolution adjusting the content of component project 1: Compensation, support, and resettlement for site clearance in the communes of: Dong Anh, Phuc Thinh, Thu Lam, Quang Minh; component project 2: Investment in construction of Ring Road 3 section passing through the communes of: Dong Anh, Phuc Thinh, Thu Lam, Quang Minh.
The Resolution also adjusted the total investment of component project 1 from VND 2,277 billion to VND 5,820 billion, component project 2 from VND 5,413 billion to VND 6,649 billion.
Preliminary total investment of the overall project from 7,690 billion VND to 11,731 billion VND with 100% capital from the city budget. The project completion time is shortened from 2028 to the third quarter of 2027.
The Resolution also notes that in the process of implementation, it is necessary to study the design plan, calculate the connection of the transport system in the area, connect with localities, synchronously match the technical infrastructure of the project with the technical infrastructure of the surrounding area, in accordance with the approved plans; review, update and agree on matching the boundary scope of the related investment project (including the project of the road connecting Tu Lien bridge and Gia Binh airport, the Lao Cai - Hanoi - Hai Phong railway line project), avoiding overlapping the scope of site clearance.
Research and arrange auxiliary items to serve stopping, parking, electric charging, other technical items to serve environmental sanitation and solutions to organize space for public transport, bicycles and pedestrians, ensuring compliance with the sustainable transport development orientation.
