The task of the Commune Police in protecting state secrets
The Ministry of Public Security has issued Circular 24/2025 amending and supplementing Circular 104/2021 regulating the work of protecting state secrets in the People's Public Security.
According to Circular 24/2025, the assignment of officers to perform the task of protecting state secrets is as follows:
At the Ministry's agencies, the Department of Internal Political Security is responsible for assigning specialized officers to perform the task of protecting state secrets in the People's Public Security;
Units under the Ministry and public service units of the People's Public Security are responsible for assigning equivalent officers to perform the task of protecting state secrets in the advisory or administrative and synthesis department.
At the local police, the provincial and centrally-run city police are responsible for assigning specialized officers to perform the task of protecting the secrets of the employees under the Internal Political Security Department;
Notably, departments and equivalents; Commune, ward, town and equivalent police; Police stations and equivalents are responsible for assigning officers to concurrently perform the task of protecting state secrets at the advisory or administrative and general department.
The assignment of officers to perform the task of protecting state secrets must be expressed in writing.
Officials performing full-time and part-time duties in protecting state secrets are entitled to enjoy the regime and policies according to the provisions of law.
In addition, also in this Circular, the Ministry of Public Security has removed the phrase "State secret documents digitized into photocopy must be taken according to the provisions of Point d, Clause 3, of this Article" in Clause 4, Article 4.
Previously, in Circular 104/2021, the assignment of officers to perform the task of protecting state secrets was regulated by the Ministry of Public Security as follows:
At the local police, Departments and equivalents; District, county, town, city police under the provincial police, centrally-run cities are responsible for assigning officers to concurrently perform the task of protecting state secrets in the advisory or administrative and general department.
At the regular Government press conference in February 2025, Deputy Chief of Office, Spokesperson of the Ministry of Public Security Hoang Anh Tuyen said: From March 1, 2025, the Public Security sector will receive 5 more task groups from ministries, branches and the local Public Security organization model reduced from 3 levels to 2 levels (provincial and commune levels).
When the District Police are not organized, the functions and tasks of the District Police are adjusted to be assigned to the Provincial Police and the Commune Police.
