People with less than 15 years of participation in the resistance war are subsidized
The Ministry of National Defense has just responded to voters' recommendations that subjects participating in the resistance war against France and the US with less than 15 years of service receive monthly subsidies.
On March 27, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters in Bac Kan province with the content of considering the regulation for the subjects who are veterans who have participated in the resistance war against France and the US to receive monthly allowances.
Regarding the above recommendations of voters, the Ministry of Defense said that the conditions for the actual working time in the army to enjoy a lump-sum support or allowance (less than 15 years of work are entitled to a lump-sum subsidy; from full 15 to less than 20 years of work enjoying the monthly subsidy regime) for cases of military participants in the resistance against the country to save the country, the demobilization of the country has been remodeled in accordance with the decision of the demand of the country, the demobilization of the localities October 27, 2008 of the Prime Minister.
This provision has been carefully researched and considered by ministries and branches to report and report to the Government's Party Affairs Committee to submit to the Politburo for the guidelines and the Prime Minister issued a decision to implement the regimes and policies; in accordance with the socio -economic conditions of the country and the ability to ensure the state budget; At the same time, in general balance with the regimes and policies issued.
Therefore, according to the Ministry of National Defense, the proposal to have a monthly subsidy regime for subjects under 15 years of actual service in the army who have received a one-time subsidy as prescribed in the above Decision is not consistent with the Conclusion of the Politburo.
At the same time, it creates inadequacies for cases that have received one-time allowances according to the provisions of Decision No. 290/2005/QD-TTg dated November 8, 2005; Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister; between subjects with actual military service time of less than 15 years and over 15 years.
On the other hand, to ensure social security, on June 29, 2024, at the 7th Session, the 15th National Assembly passed the Law on Social Insurance 2024, effective from July 1, 2025.
Accordingly, the Law has added the subjects and conditions for enjoying social pension benefits guaranteed by the State budget; in which, cases falling under the category of poor households, near-poor households with 70 years old to under 75 years old and cases with 75 years old or older if they do not have a pension or monthly social insurance benefits will receive social pension benefits according to Government regulations.
