Enhancing strategic consulting, contributing to planning and successfully organizing the implementation of major Party decisions

- Reporter: Dear comrade, the achievements of the 13th Congress term left a historic mark in the work of building the Party and the political system, creating a foundation to bring the country into a new era. Can you tell us about the outstanding results of the Party Committees of Central Party agencies that contribute to the overall achievements?

- Comrade Nguyen Long Hai: Draft documents of the 14th National Party Congress assessed that in the 5 years of implementing the Resolution of the 13th National Party Congress, our Party has steadfastly led the country to continue to achieve very important, comprehensive, breakthrough results, with many outstanding bright spots. Many major strategic policies and decisions, many of which are unprecedented, have been led and directed by the Central Executive Committee, the Politburo, and the Secretariat to be implemented, bringing clear results. Thereby affirming the leadership capacity, fighting spirit and prestige of the Party, supported by cadres, party members and people, and highly appreciated by international public opinion.

Contributing to the overall achievements of the entire Party and the political system with great efforts from Party committees, Party organizations, agencies, units and cadres and Party members in the Party Committees of Central Party agencies. At the 1st Party Congress, term 2025-2030, General Secretary To Lam praised and acknowledged: "Every policy, every document, every issued resolution of the Party has an important contribution, clearly marking the strategic consultation work of the Central Party agencies".

Clearly identify the particularly important position, directly lead and coordinate the leadership of strategic consultation work, serve the Central Committee, the Politburo and the Secretariat to solve many important tasks of the Party and the country, immediately after its establishment (according to Decision No. 242-QD/TW dated January 24, 2025 of the Politburo) under the leadership of the Central Committee, the Politburo, the Secretariat, agencies and party organizations in the Party Committee have advised and organized the implementation of many strategic, breakthrough policies and decisions of historical significance. Most notably, it advised on the implementation of a "revolution" in the arrangement of the apparatus, perfecting the overall model of the political system, and implementing two-level local governments. Up to now, Party committees and agencies at the Central level have chaired or coordinated to advise the Politburo to issue 9 strategic resolutions in the fields of breakthrough development in science and technology and digital transformation, institutional improvement, international integration, private economy, state economy, energy, healthcare, education, culture. At the same time, Party organizations, cadres and Party members in the entire Party Committee have been exemplary and took the lead in implementing large-scale consolidation, merger and streamlining of the apparatus; reducing 110 department-level units and equivalents, 440 department-level units, 35 public service units; reducing 2,512 positions at all levels; reducing 2,038 leadership and management positions from department level to department level, department level, general department level.

The work of Party building in the entire Party Committee has undergone many innovations and achieved clear results. The study, dissemination and implementation of the Central's resolutions, directives and conclusions linking learning and following Ho Chi Minh's ideology, morality and style and implementing regulations on exemplary responsibility of cadres and party members are being seriously implemented, with many new and effective ways of doing things. The work of organizing cadres; building and consolidating grassroots party organizations; Party committee and Party cell activities; Party member management; internal political protection has had many positive changes. The sense of responsibility, exemplary spirit, and initiative of the team of cadres and party members, especially the leaders, have been significantly improved. Inspection and supervision work strongly innovates thinking and methods, focusing on proactive early warning, remote prevention, ensuring that there are no "spaces" or "dark areas" that the Party's inspection and supervision work cannot reach; building a synchronous data system, aiming to "monitor on the database, inspection on data". Administrative reform associated with digital transformation has been implemented drastically, synchronously, increasingly substantially and effectively.

- Reporter: In Conclusion No. 210-KL/TW on continuing to build and perfect the organization of the political system in the coming time, the Central Committee requires focusing on building Party leadership agencies at the Central level that are truly the intellectual core, the "general staff", the pioneering team of state agency leaders. Can you generalise some key solutions to meet the requirements of the task?

- Comrade Nguyen Long Hai: The Central's orientation has just shown recognition and appreciation of the role of agencies, units and party organizations in the Party Committee, while setting very great tasks and very high requirements.

Inheriting the achievements, results achieved and inherent experience, the Party Committee will seriously grasp and implement the documents of the 14th National Party Congress, with the highest determination and will, focusing on building a clean, strong Party Committee, exemplary in politics, ideology, ethics, organization and cadres; continue to lead and direct the consultation on the issuance of Party policies and guidelines, perfect the system of Party regulations and rules; at the same time, effectively implement the resolutions, directives and conclusions of the Central Committee, especially strategic resolutions in various fields on building and perfecting institutions, developing the economy, culture, society, etc., creating strong momentum to promote the country's rapid and sustainable development.

The Party Committee continues to promote its role as a place to gather intelligence, provide sharp and strategic advice to serve the leadership and direction of the Central Committee, the Politburo, and the Secretariat. This requires proactive coordination, research, analysis, and forecasting of domestic and international development trends, early identification of opportunities and challenges, and proposal of appropriate policies, solutions and advisories. Improve the quality of theoretical research and summarize practice to promptly advise on directives that both ensure a scientific theoretical basis and promptly resolve problems arising from practice. At the same time, it is necessary to strongly apply science and technology, innovative solutions and digital transformation, contributing to improving the quality of advisory work on the development of policies and resolutions, associated with strengthening inspection, supervision and evaluation of the implementation of the Party's policies and resolutions in life.

To create truly sustainable changes, there is an indispensable responsibility to set an example, the pioneering role of the Party organization, cadres, and Party members, especially the leaders in performing their duties and tasks, thereby inspiring the whole team and spreading positive energy. We must continue to effectively implement the Central Committee's resolutions on building and rectifying the Party and the political system; on promoting the study and following of Ho Chi Minh's ideology, morality and style; building standards for office culture and party culture; building a working environment of solidarity, unity, democracy, responsibility and discipline in the entire Party Committee.

Pay attention to building a team of cadres of Central Party agencies commensurate with the responsibility of each agency and unit, always being the issue of "the key of the key". Each Party Committee, cadres and Party members in the Party Committee need to deeply recognize their roles and responsibilities, thereby constantly practicing political courage, pure qualities, speaking along with doing; always having an innovative and creative mindset; daring to think, daring to do, daring to take responsibility, putting the interests of the Party, the State and the people above all, first of all.

Central Party agencies must continue to take the lead in rectifying working style and routine in the entire system, in the direction of reducing documentation, reducing meetings, promoting digitalization, shaping a professional and modern civil service framework associated with clear results and responsibilities, creating motivation for innovation and creativity in the spirit of Conclusion No. 226-KL/TW dated December 11, 2025 of the Secretariat.

The revolutionary tasks of the new period require the entire Party Committee to continue to strongly innovate thinking and action, promptly concretize and successfully organize the implementation of the Resolution of the 14th National Party Congress and resolutions of Party Congresses at all levels; spread the trust and motivation with the entire Party, the entire people and the entire army to realize the two 100-year strategic goals set out.
