Completing the Central Emulation and Reward Council

Accordingly, Prime Minister Pham Minh Chinh is the Chairman of the Council.

Vice President Vo Thi Anh Xuan was the first Vice Chairman of the Council; Minister of Home Affairs Pham Thi Thanh Tra is the Standing Vice Chairman of the Council; Chairman of the Central Committee of Vietnam Fatherland Front Do Van Chien and Chairman of Vietnam General Confederation of Labor Nguyen Dinh Khang as Vice Chairman of the Council.

Member of the Council includes: Chairman of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet; Chairman of the National Assembly Working Committee of the National Assembly Nguyen Thanh Hai; Minister and Chairman of the Government Office Tran Van Son; Chairman of the Office of President Le Khanh Hai; Deputy Minister of Public Security Tran Quoc expressed; Deputy Head of Standing Committee, Central Organizing Committee Hoang Dang Quang; Deputy Head of the Central Propaganda Department and Central Mobilization Department Pham Tat Thang; Chairman of Vietnam Women's Union Nguyen Thi Tuyen; Chairman of Vietnam Farmers Association Luong Quoc Doan; Chairman of Vietnam Veterans Association, Lieutenant General Be Xuan Truong; First Secretary of the Central Executive Committee of Ho Chi Minh Communist Youth Union Bui Quang Huy; Head of the Central Committee for Emulation and Reward Pham Huy Giang (Permanent Member).

The above decision takes effect from March 25, 2025 and replaces previous decisions on adding and perfecting members of the Central Emulation and Reward Council.

The Council operates on the principle of centralism, democracy, and majority voting; different opinions of Council members on proposing policies and guidelines on emulation and commendation are reported to the Prime Minister and the Chairman of the Council for consideration and decision.

The Central Emulation and Reward Council periodically evaluates the emulation movement and commendation work; propose and propose guidelines and measures to promote patriotic emulation movements; advise and summarize the emulation and commendation work; propose amendments and supplements to regimes and policies on emulation, commendation and inspection of emulation and commendation work.

Guiding the organization of activities and evaluating emulation of emulation clusters and emulation blocks organized by the Council and reviewing and giving opinions by voting on the state honorary titles "Heroic Province", "Heroic City", "Hero of the People's Armed Forces", "Hero of Labor" according to the provisions of the Law on Emulation and Commendation (Heroic title) to advise and advise competent authorities for consideration and decision.
