Ia Lap strives to overcome challenges to sustainably reduce poverty in border areas
Dak Lak - Despite facing many difficulties, the Party Committee and People's Committee of Ia Lap commune have maximized resources to sustainably reduce poverty in the border area.
There are still many difficulties and challenges
The whole Ia Lap commune currently has 1,914 households with 6,446 people. Of which, 938 households are ethnic minorities, with a total of 3,331 people.
After reviewing and counting, by 2025, the whole commune will have 875 poor households with 3,378 people, accounting for 45.72%. Compared to 2024, the number of poor households has decreased by 8.36%, exceeding the set plan by 3.36%. The whole commune currently has 310 near-poor households with 1,041 people, accounting for 16.2%. The commune has 12 villages and all of them are in a particularly difficult area.

According to the People's Committee of Ia Lap commune, the economic growth rate in the area has not been uniform over the years. The agricultural sector has developed but is not stable, and production value is still low. Although the industrial, construction and trade and service sectors have changed, their scale is small, and have not created a driving force for sustainable growth.
Average income per capita of the commune is still low, many criteria in the set of criteria for building new rural areas have not been met. Livestock activities have not been invested in and expanded in the direction of goods. In particular, the poverty rate of the commune is still high compared to the general level of the whole province.
In addition, the ideology of waiting and relying on State support still exists in a part of the people. Some households have not really agreed and joined hands with local authorities in the process of building and developing the socio-economy, and have not promoted the motto "The State and the People work together" in building new rural areas.

Mr. Ha Van Ut, a prestigious person in Dai Thon village, Iaiap commune, said: "I have been elected a prestigious person by the competent authority and the people for nearly a year now. Previously, my family was in a difficult situation, but thanks to the State's support for livelihoods, along with the need for diligence in production, we escaped poverty in less than a year. Having lived in the locality for many years, I understand the customs and practices of the people.
Many households have a very high will to rise up, and when given the opportunity, they take advantage of it immediately. However, there are still some households that still have the mentality of relying on and waiting on State subsidies, and have not stood up on their own labor. In addition, people still maintain outdated farming and livestock farming practices, so the economic efficiency is not high".

According to Mr. Ut, local authorities need to continue to open more vocational training classes on animal husbandry and farming for rural workers. At the same time, livelihood support policies such as breeding cows, water tanks, and seedlings suitable for local climate conditions also need to be expanded.
When people are fully equipped with knowledge, means of production, combined with effective mass mobilization and propaganda work, the lives of the people will gradually improve.

Diversifying livelihoods, supporting people to rise up
According to the People's Committee of Iaiap commune, in 2026, the locality strives to increase the average income per capita to 25.6 million VND/person/year; at the same time, reduce the poverty rate by 6% or more, of which the poverty rate of ethnic minority households will decrease by 4% or more.
The commune continues to review, evaluate and recognize poor and near-poor households in accordance with regulations; strive to reduce the rate of poor households according to the Resolution set forth by the Party Committee and People's Council of the commune. In addition, the People's Committee of the commune will continue to care for and support poor households in especially difficult circumstances to stabilize their lives and gradually develop the economy.

Mr. Bui Tien Hoat - Vice Chairman of Ia Lap Commune People's Committee - said: "To realize the above goals, the Commune People's Committee focuses on effectively disbursing resources from the National Target Program to the right beneficiaries. In particular, the Department of Culture and Society closely coordinates with the Department of Economy to diversify livelihoods and support essential items for ethnic minorities".
According to Mr. Hoat, the specialized departments will continue to review the needs for vocational training and vocational training for rural workers. Vocational training must be close to local practical conditions, helping people to immediately apply it to production, increasing income. Thereby, helping them gradually escape poverty, contributing to the socio-economic development of ethnic minority and mountainous areas in the period of 2026 - 2030.
