Educational institutions organizing the 2025 high school graduation exam must ensure safety and seriousness; teachers consider the exam and students taking the exam must comply with the exam regulations of the Ministry of Education and Training.

The exam questions must be absolutely confidential, the exam content must closely follow the exam plan, time, form and exam structure of each high school graduation exam from 2025.

Regarding the work of issuing exam questions, the Department of Education and Training of Ho Chi Minh City requires each school to establish a test setting team.

Each subject has a team of experts including teachers with strong expertise, experience in teaching and developing exam questions; The Head of the Professional Team is responsible for assigning and supervising the exam preparation process.

The principles of the exam are as follows: Ensure to closely follow the official exam structure of the Ministry of Education and Training; Knowledge content is in the high school program, focusing on grade 12; Ensure accuracy, science and education; The exam must have a suitable differentiation: 70% basic knowledge, 20% advanced knowledge, 10% creative application knowledge.
