Deadline for cutting 100% of unnecessary business conditions
In 2026, 100% of unnecessary or conflictive, overlapping business conditions or general regulations will be cut and simplified.
On March 26, the Government Office announced that the Government had just issued a Resolution approving the program to cut and simplify administrative procedures (AP) related to production and business activities in 2025 and 2026 ( Program).
The Resolution clearly states the need to promote decentralization and delegation of authority in implementing administrative procedures, associated with resource allocation, and promote the implementation responsibility of all levels and sectors in the direction of reducing the settlement of procedures by central agencies.

The goal of the program is:
2025: Immediately reduce and simplify administrative procedures related to production and business activities to ensure the elimination of at least 30% of unnecessary investment and business conditions; reduce at least 30% of the settlement time of administrative procedures, 30% of the cost of compliance with administrative procedures.
100% of business-related administrative procedures are conducted online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork. 100% of administrative procedures are implemented regardless of administrative boundaries within the provincial level.
100% of internal administrative procedures between state administrative agencies and each state administrative agency are reviewed, reduced, procedures are simplified, settlement time, implementation costs and amended and completed to comply with the implementation of streamlining and restructuring the apparatus, while ensuring smoothness and efficiency.
2026: Cut down and simplify 100% of unnecessary investment and business conditions (business conditions) or conflicts, overlaps or general regulations, are not specific and unclear; abolish 100% of business investment conditions of industries and professions not included in the list of industries and professions with conditions under the Investment Law.
Cut 50% of the time for handling administrative procedures, 50% of the cost of complying with administrative procedures compared to 2024; 100% of administrative procedures prescribed in technical regulations, mandatory standards must be announced, reviewed, cut, and simplified; 100% of business reporting regimes are implemented electronically.
The implementation program includes: Cutting and simplifying administrative procedures related to production and business activities; cutting and simplifying internal administrative procedures; promoting the implementation of administrative procedures regardless of administrative boundaries.
Regarding the reduction and simplification of administrative procedures related to production and business activities, ministries and ministerial-level agencies shall cut and simplify administrative procedures under their management; the People's Committees at the provincial level shall cut and simplify administrative procedures as prescribed in the documents of the People's Council and People's Committee.
From 2021 to the end of February 2025, ministries and branches have cut and simplified 3,199 business regulations in 272 legal documents (Lores), reaching about 20.3% of the total of 15,763 business regulations. At the same time, 388 TTHCs have been decentralized to 99 VBQPPL.
The rate of digitization of records and results of handling administrative procedures at ministries and branches reached 43.36%, localities reached 64.28%; the rate of records issuing electronic results with legal value for reuse at ministries and branches reached 43.54%, localities reached 61%.
