Hanoi determined to speed up the progress of waste treatment projects

This project is invested in construction in Viet Hung commune, Dong Anh district, with the goal of treating household waste, industrial waste, medical waste and other waste using plasma incineration technology. The plant has a capacity of 500 tons/day-night, with a total investment of VND 768.438 billion. Although it has been implemented since 2011, the project has not been completed yet, causing waste of land resources and investment capital.

By 2016, the project had completed about 90% of the construction volume. However, some items such as block brick manufacturers, operators, coal gathering yards, exhibition and product sales houses, etc. have not been implemented, causing the project to be abandoned, wasting resources and land, and raising many public outrages.

It is known that Thanh Quang Investment Joint Stock Company (project investor) has found a partner with financial capacity and knowledge of waste treatment technology to cooperate in investment. The company has also proposed to the Hanoi People's Committee to create conditions for consideration and approval to increase the waste treatment capacity of the project, while adjusting the investment policy and ensuring adequate waste supply according to new capacity.

On January 3, 2025, Chairman of the Hanoi People's Committee, Mr. Tran Sy Thanh, chaired a meeting on the project. After listening to reports, proposals and recommendations, he concluded that resolving existing difficulties and problems requires the initiative of departments and branches in reviewing, supporting and resolving them in accordance with legal regulations. At the same time, investors need to demonstrate determination and commitment to ensure capacity, experience and qualifications to avoid prolonging the situation of delays, causing waste of assets of the State and enterprises.

Regarding the extension and adjustment of the project investment policy, the Chairman of the Hanoi People's Committee assigned departments, branches and the Dong Anh District People's Committee to work with the investor, provide detailed instructions, complete processes, procedures and documents for the project to be considered and decided to adjust in accordance with legal regulations.

Regarding the proposal to increase factory capacity and waste treatment planning, the Hanoi People's Committee agreed on the policy, and assigned departments, branches and investors to carry out tasks related to reporting and proposing to adjust waste treatment planning, in parallel with the investment policy adjustment process.

Talking to the Lao Dong Newspaper reporter, Mr. Nguyen Thanh Quang, a member of the Board of Directors of Thanh Quang Investment Joint Stock Company, said that after the notice of conclusions on July 7.2025 of the Chairman of Hanoi People's Committee, the Vice Chairman of the City People's Committee directly directed the Departments of Agriculture and Environment, Industry and Trade and Finance to support businesses to deploy the construction of hazardous waste burning factory.

According to Mr. Quang, Hanoi City is currently very close in removing difficulties for businesses. This is a positive signal, creating conditions for the factory to soon come into operation.

With the strong direction of the Hanoi People's Committee and the efforts of the investor, it is hoped that the Dong Anh Waste Treatment Area project will be completed and put into use soon, avoiding waste and meeting the expectations of voters.
