Hanoi assigns wards and communes to directly manage environmental sanitation to improve the effectiveness of monitoring, handling violations and maintaining a green, clean and beautiful urban area.
The assignment of all environmental sanitation packages to 126 communes and wards as direct investors is considered a step to increase environmental responsibility and efficiency at the grassroots level.
Environmental experts believe that direct assignment to the ward will overcome the overlapping situation in previous supervision, while mobilizing forces at the grassroots level such as women's unions, youth unions, residential groups, etc. to participate, thereby improving management efficiency and awareness of environmental hygiene in the community.
According to the representative of the Department of Infrastructure Economics and Urban Areas of Hoan Kiem Ward, after more than a month of receiving the task, the locality has proactively controlled the environmental sanitation situation in the area. Thanks to closely grasping each street, the ward has detected and handled nearly 70 violations through feedback from the facility and the surveillance camera system, with a total fine of more than 200 million VND.
Deputy Director of the Cua Nam Ward Investment - Infrastructure Project Management Board, Trinh Thi Minh Phuong, said that assigning authority to the People's Committees at the ward and commune levels helps the work of monitoring, sanctioning violations and managing waste collection units more drastically and effectively. The packages must strictly comply with technical regulations according to Decision 50 of the Hanoi People's Committee, and at the same time require the increase of modern means and technology to ensure a bright, green, clean and beautiful urban appearance.
When assigned comprehensively from quality supervision, acceptance to cost payment, many wards have proactively reviewed the workload, requested to promote the application of technology in road watering and dusty.

In Hai Ba Trung ward, Vice Chairman of the People's Committee of the ward Nguyen Tien Quang said that the locality has issued a thematic resolution on environmental sanitation, established 5 interdisciplinary working groups with the participation of police, grassroots officers and people's representatives to maintain long-term effectiveness.
Currently, wards in Hanoi are urgently developing a bidding plan to select qualified units. Hanoi has issued Decision 50 on technical procedures and economic and technical norms for collection, transportation and treatment of household waste. Hanoi Urban Environment Company has also invested more than 400 billion VND, increasing about 25% of specialized vehicles, contributing to improving environmental sanitation efficiency and reducing pollution.
