Proposal to reduce staffing for military officers
Article 7 of the Draft Circular on policies and regimes when arranging and streamlining the organization of the Army clearly states the regimes and subsidies when streamlining the payroll and restructuring.
On March 31, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense is soliciting opinions on the 2nd Draft of the Circular on policies and regimes when reorganizing and streamlining the apparatus in the Army.
In Article 7, the Ministry of Defense proposes cases of working at agencies and units not subject to the direct impact of the organizational structure but must streamline the payroll, restructure, improve the quality of the team entitled to the policy of subsidies for the number of early breaks and allowances over time with compulsory social insurance (social insurance) and retirement benefits 1 time for early vacation.
In cases where staff streamlining and restructuring are required:
Cases of work in agencies and units that are not directly affected by the reorganization of the apparatus but must streamline the payroll, restructure, and improve the quality of the team include:
Subjects specified in Clauses 1, 2, 3, 4 and 5, Article 2 of this Circular still have 5 years or less to expire the highest service age or to the retirement age according to the instructions at Point a, Point b, Clause 5, Article 5 of this Circular, which is resolved by the competent authority before the age of streamlining, restructuring, improving the quality of the team, entitled to policies and regimes prescribed in Clause 7, Article 1, 2025/ND-CP.
The regimes include early retirement age allowance and allowance according to working time with compulsory social insurance contributions.
The subsidy regime for the number of years of early retirement and the subsidy regime according to the working period with compulsory social insurance contributions shall be implemented according to the instructions in Point b, Point c, Clause 1 and Clause 3, Article 6 of this Circular.
Applications and benefits for working time with compulsory social insurance contributions are calculated as follows:
Receive a subsidy of 5 months of current salary for the first 20 years of work with compulsory social insurance contributions. From the 21st year onwards, for each year of work with compulsory social insurance contributions, a subsidy of 0.5 months of current salary will be granted.
In case of full 15 years or more, the compulsory social insurance payment and the subjects are entitled to pension in accordance with the law on social insurance at the time of retirement before the age, the 4 -month salary is entitled to the first 15 years of work; From the 16th year onwards, every year the work has compulsory social insurance premium is allowed to provide 0.5 months of salary.
The draft Circular on policies and regimes when arranging and streamlining the organizational apparatus in the Army has 18 articles, an increase of 6 articles compared to the previous draft circular;
Accordingly, the draft Circular expands the applicable subjects to guide the implementation of policies and regimes for subjects under the management of the Ministry of Defense in the organization of the apparatus; Rear payroll, restructuring, improving the quality of the team; officials who are not old enough to re -election, re -appointment or eligible for the age of re -election and re -appointment; Officers participating in the Party committees must end their activities in accordance with Articles 7, 8, 9, 10, 11 and 14 Decree No. 178/2024/ND-CP, Clause 5, 6, 7, 8, 9, 10 and 11, Article 1 of Decree No. 67/2025/ND-CP.
