Proposal to establish a new height for Vietnam - China economic and trade cooperation
On the morning of April 15, General Secretary and President To Lam held talks with General Secretary and President of China Xi Jinping.
At the talks, the two leaders officially announced the launch of the "Vietnam - China Tourism Cooperation Year 2026 - 2027", agreeing to promote cooperation activities, promote tourism, cooperate in upgrading infrastructure, tourism services, consolidate and maintain their position as each other's largest tourist market.
General Secretary and President To Lam proposed that the two sides study visa exemption for tourists from the two countries traveling in groups at certain locations on the basis of reciprocity.
General Secretary and President To Lam also proposed that the two sides establish a new height for economic - trade, investment and tourism cooperation, realize the development goals of each country, focus resources on raising the level of strategic infrastructure connectivity, giving the highest priority to railway cooperation; strongly shift from purely trade to substantive economic linkages, linking bilateral trade with infrastructure connectivity, logistics connectivity and market connectivity, proposed that China open up to the maximum for Vietnamese goods, strive to promote balanced and healthy trade; promote investment, technology transfer, develop supporting industries, form complete supply chains and production chains in Vietnam; coordinate to build cooperation mechanisms to ensure strategic energy supply; promote cooperation in education and training, science and technology, culture, people-to-people exchanges and local cooperation; provide more scholarships for Vietnamese students, and promote cooperation between leading universities of the two countries.
General Secretary and President Xi Jinping welcomed the increasing number of high-quality Vietnamese goods exported to the Chinese market; proposed that the two sides deepen cooperation in key industries, strengthen production chain and supply chain cooperation, encourage Chinese businesses to invest in Vietnam; strengthen science and technology policy connections, deploy rich and diverse humane exchanges; actively implement development, security, civilization and global governance initiatives, jointly maintain a stable, open and cooperative international environment, jointly promote the development of the socialist cause in the world, and jointly protect peace, stability and prosperity in the region and in the world.
After the talks, the two General Secretaries and Presidents jointly witnessed the signing ceremony of cooperation agreements in the fields of Party, police, judicial, economic, scientific and technological, production chain, supply chain, people's livelihood, media and local cooperation, demonstrating the comprehensive achievements that the two sides have achieved during the visit.

At noon on the same day, General Secretary and President To Lam and his wife Ngo Phuong Ly, along with a high-level delegation of the Party and State of Vietnam, attended the State-level Solemn Welcoming Reception hosted by General Secretary and President Xi Jinping and his wife Peng Liyuan.
At the end of the State-level reception, General Secretary and President Xi Jinping and his wife Peng Liyuan respectfully invited and accompanied General Secretary and President Su Lin and his wife Ngo Phuong Ly to attend the farewell tea party.
