Investing in less than 3,000 central government capital projects in the coming term

On the afternoon of January 9, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a national online conference to promote public investment in 2025 and 2026.

In his concluding remarks, the Prime Minister said that, for the entire term, priority has been given to allocating resources from the state budget of VND3.4 million billion for public investment, an increase of 55% compared to the previous period (an absolute increase of VND1.2 million billion).

More focused and key, the number of projects using the central budget decreased from 11,000 in the 2016-2020 period to 4,600 projects in the 2021-2025 period.

The Prime Minister stated that the unchanged goal is to disburse 100% of capital in 2025 and 2026 and associated with improving capital efficiency (reducing the ICOR coefficient from about 6 to 4.5). To do so, it is necessary to prepare well for investment work, ensure progress and quality, and soon put works and projects into operation.

The Prime Minister emphasized the need to prioritize overcoming the consequences, limitations, shortcomings, and recent problems in public investment, with reviewing procedures, processes, standards, criteria, resource allocation, etc. for projects.

The head of the Government also requested to end spreading investment, determine priority orders, ensure compliance with the approved master plan; The relevant entities are responsible for choosing the simplest, most favorable but most effective procedures, such as in selecting contractors, ensuring publicity, transparency, preventing and combating corruption, negativity and waste.

Immediately replace ineffective staff and non-guaranteeing contractors; promote digital transformation applications, build KPI indexes to regularly evaluate, monitor, and urge project implementation and public investment disbursement.

Strictly handle investors, management boards, and contractors who cause difficulties, delay progress, show signs of violating the law, and are related to corruption, negativity, and waste.

Regarding site clearance, the Prime Minister requested a determined solution to overcome the situation of projects waiting for site clearance; announce complete, public, and transparent information, especially land price lists, compensation prices, etc.

Directing the allocation of capital and detailed allocation of the State budget public investment plan for 2026, the Prime Minister requested ministries, branches and localities to urgently hand over tasks and projects in accordance with regulations with the spirit of focusing on key points, prioritizing key national projects and works.

"Ensure that the number of public investment projects using central budget capital in the 2026-2030 period is below 3,000 projects; end the situation of scattered investment", the Prime Minister emphasized, and at the same time note the allocation of capital for science, technology and innovation projects.

Special attention is paid to the implementation of important national projects and works, key to the transport sector such as Long Thanh International Airport Phase 2, connecting routes between Long Thanh airport and Tan Son Nhat airport, the North-South high-speed railway, railway lines connecting Vietnam - China...

The Prime Minister emphasized that it is necessary to grasp the thoughts, aspirations and reflections of the people to resolve them appropriately; do not forget the legitimate and legal rights and interests of the people before, during and after implementing the project.
