14th National Party Congress: Opening new development momentum for Da Nang

The 14th National Party Congress identified science and technology, innovation and digital transformation as the three central driving forces of the new growth model, playing a key role in improving productivity, quality and competitiveness of the economy, creating a foundation for the country to develop rapidly and sustainably in the digital era.

Resolutely grasping that spirit, Da Nang City has proactively concretized the major orientations of the 14th National Party Congress with systematic and synchronous steps, closely linked to local development practices.

Da Nang City has also thoroughly grasped and implemented Resolution No. 57-NQ/TW, considering this an important basis for institutionalizing policies on science and technology development, innovation and digital transformation.

The city focuses on perfecting specific mechanisms and policies, investing in infrastructure and creating a favorable environment for the three central drivers to gradually become practical, creating clear changes in urban governance, economic development and improving the quality of service to the people.

Master Le Vu - Director of the Center for Learning and Communication of the University of Technical Education, University of Da Nang - said that from the perspective of a teacher training in the technical sector, he realized that Resolution 57-NQ/TW has removed the "bottleneck" in investment mechanisms, allowing educational institutions to be more autonomous in piloting new training models.

Identifying people as the center and considering science and technology as the main driving force of the new productive forces is concretized by specific mechanisms, accepting risks in research and testing. This is the launching pad for universities providing technical training to transform, becoming a place to create new and practical technological solutions for the digital economy.

Looking forward to the 14th National Party Congress, Mr. Le Vu hopes that the Party and the State will continue to issue breakthrough policies on the development of national digital infrastructure and specific mechanisms to train highly qualified human resources in key industries such as semiconductors and artificial intelligence (AI), especially more open regulations on commercializing research results and encouraging businesses to invest in "Research & Development" right at universities. This work will create momentum for science and technology to truly become a "top national policy", creating conditions for higher education institutions to become centers for innovation.

The University of Science and Technology - University of Da Nang identifies the core role of research and technical innovation of the entire Central Highlands region. Therefore, in the context of the Party and State identifying science and technology, innovation and digital transformation as the three central driving forces of the new growth model, the University of Science and Technology proactively adjusts its training strategy, promotes the linkage of teaching with research and technology transfer, focuses on developing high-quality human resources in key areas, meeting the requirements of national development in the new period.

Associate Professor, Dr. Nguyen Huu Hieu - Principal of the University of Technology - University of Da Nang - said that the school identifies developing a teaching staff as a key task to link training with areas with breakthrough space in Vietnam such as science - technology, artificial intelligence and STEM education.

On that basis, the School will implement a training strategy according to international standards, focusing on updating new technologies, providing in-depth training, enhancing practices in laboratories and applying AI in teaching. At the same time, expanding cooperation with technology enterprises, research institutes and advanced universities helps lecturers access modern knowledge, promote innovation, aim to build a team with professional capacity, technology and international integration.

In recent years, Da Nang has been a leader in applying science and technology to urban management, operation and development, focusing on investing in digital infrastructure, digital data and core technology platforms; in which, artificial intelligence is identified as a highlight in innovating public governance methods. The city's Smart Urban Monitoring and Operation Center currently operates 19 service groups, integrating traffic, environmental, security and big data monitoring, contributing to improving the effectiveness of direction and shortening the time to handle administrative procedures.

On that platform, Da Nang strongly promotes innovation, prioritizing the development of advantages such as artificial intelligence and semiconductor microchips. In 2025, the city's startup ecosystem will increase by 130 places, rising to 766th place in the top 1,000 globally; there are currently 27 science and technology enterprises, about 200 innovative startups and more than 70 enterprises operating in the high-tech sector, creating a foundation for sustainable development in the digital age.

In the 2026-2030 period, to achieve the "double-digit" growth target, Vice Chairman of the Da Nang People's Committee Ho Quang Buu emphasized that Da Nang identifies science, technology, innovation and digital transformation as key development drivers, an important pillar in the new growth model.

The Science and Technology industry needs to focus on three key pillars: Completing institutions in the direction of removing bottlenecks, turning institutions into "competitive advantages" for development; strongly developing strategic technologies, especially artificial intelligence, semiconductor microchips, data infrastructure and comprehensive digital transformation; promoting an innovation ecosystem, closely linking "State - School - Science - Enterprise".

Along with building digital government, smart cities and improving digital skills for people, these tasks aim to create a solid foundation for science and technology to truly become the main driving force for rapid and sustainable development.

With high political determination, proactive approaches and consensus of the entire political system, business community and people, Da Nang city is expected to continue to create breakthroughs, affirming its role as a center for innovation in the Central Highlands region, actively contributing to the country's rapid and sustainable development goals in the digital age, practically contributing to the realization of the country's development goals set by the 14th National Party Congress.
