First session, 16th National Assembly: Creating a premise for action for the entire term

Talking to the press on the sidelines of the National Assembly, many National Assembly deputies (NA deputies) said that this is a particularly important session, laying the foundation and shaping the entire operation of the National Assembly throughout the term, especially in the work of consolidating the state apparatus organization in the new term, helping to ensure the continuity, consistency and efficiency of the state apparatus.

National Assembly Deputy Nguyen Thi Viet Nga (Hai Phong) commented: "The first session of the 16th National Assembly is of particular importance. In parallel with personnel work, the Session considers many important draft laws and decides on many important issues of the country. This is a fresh start, and at the same time promises many efforts to overcome all difficulties and challenges ahead.

According to the Russian delegate, this National Assembly will promptly and effectively institutionalize the Party's viewpoints and directions, especially the very clear orientations in the Resolution of the XIV Congress. Right at the First Session, the National Assembly will immediately carry out legislative work, showing the determination and drastic action of the National Assembly.

With this good start, along with promoting a high sense of responsibility, the National Assembly will have a successful term, promote high efficiency in work, and contribute more to the country's development in the new situation," Ms. Nga believes.

According to National Assembly Deputy Chu Manh Hung (Tay Ninh), at the opening session, General Secretary To Lam made a speech orienting the activities of the National Assembly with many major tasks. In which, emphasizing the top issue is the work of perfecting institutions, considering institutions as both a driving force and a foundation for national development in the new era. When we aim for the milestones of 100 years of Party establishment and 100 years of national establishment, the goal of double-digit growth is set, the role of the legal system becomes even more important in creating development. Therefore, this is a key issue that the National Assembly is striving to promote.

Delegate Chu Manh Hung also believes that the results of the First Session will create an important premise for the National Assembly to successfully complete its tasks throughout the term, contributing to building a sustainable development foundation for the country.

New operating spirit

The 16th National Assembly Hall in the opening session on April 6, 2026 will not only stop at consolidating the apparatus, but immediately establish a new operating spirit.

In his speech at the opening session, General Secretary To Lam emphasized the requirement for the new National Assembly to improve its bravery and vision when deciding on important issues of the country; decisions must be correct, accurate, and timely, for the long-term benefit of the nation. Because "the country requires the National Assembly not only to decide correctly, but also to decide accurately and promptly; because a late decision can miss a strategic opportunity".

Politburo Member, National Assembly Chairman Tran Thanh Man, in his speech after taking office, also committed to continuing to innovate and improve operational efficiency, especially the requirement of "saying one thing and doing another, doing it right away, doing it correctly, doing it effectively, doing it to the end". This is not just a personal commitment, but a consistent action orientation of the new National Assembly.

In the context of the country entering a new stage of development, "saying and doing", turning resolutions into specific results is no longer a slogan, but has become a criterion for evaluating the capacity and prestige of the entire system.

The first session therefore has two clear layers of meaning: Both a starting point for organization and a starting point for action. Decisions on personnel and operating methods are not only aimed at ensuring smooth operation of the apparatus, but also laying a solid foundation for the implementation of major policies in the 2026-2030 period.

A new era of development only truly begins when all conditions are met: A strong enough apparatus, a smooth enough institution, a sufficiently strict discipline, and above all, a strong enough determination to act. From that perspective, this session is not only "constructive" but also a "command" step, creating momentum for the entire political system.

It is noteworthy that the requirement for innovation is not only limited to the National Assembly, but sets out synchronization for the entire system - from the Government to relevant agencies. An effective apparatus cannot operate loosely, but must be placed in a unified whole, where all goals are specified by resolutions, action plans and measurable results.

As science - technology, innovation and digital transformation are reshaping national governance, the requirement to "do it now, do it to the end" becomes even more urgent. Because opportunities do not wait, and people's trust is only strengthened by specific changes in life.

From the parliament, a clear message was sent out: The new term must not only inherit, but must break through; not only determined, but must act; not only start, but must reach results. That is also the expectation of voters and people for a dynamic, effective and truly for the people National Assembly.
