The Ministry of Education and Training (MOET) issued Circular 05/2025/TT-BGDDT on regulations on working regime for general education and university admission teachers, effective from April 22, 2025.

- Teachers' working hours are implemented according to the school year and converted into teaching periods, including the number of teaching periods in 01 school year and the average number of teaching periods in 1 week according to the teaching period norms prescribed in Article 7 of Circular 05/2025/TT-BGDDT.

The working hours of principals and deputy principals are guaranteed to be 40 hours/week, including the number of teaching hours as prescribed in Article 8 of Circular 05/2025/TT-BGDDT.

- The assignment and assignment of tasks to teachers must ensure regulations on teaching hours, working hours, and rest hours according to the provisions of law; ensure publicity and fairness among teachers in the same school. In case of having to arrange concurrent teachers, principals prioritize the assignment of concurrent positions to teachers who do not meet the average teaching period for 01 week and ensure that teachers meet the requirements to perform the assigned tasks.

Based on the educational plan, the situation of the team and the lesson norm for 1 school year, the principal assigns teachers to teach according to the average lesson norm for 1 week. In case the teacher is assigned to exceed the average level of lessons in a week (including the disclosure of the part -time task), the total number of lessons in 1 week does not exceed 50% of the average level of lessons in 1 week, the total number of lessons in 1 school year does not exceed the number of overtime hours in accordance with the law on labor.

- Each teacher must not concurrently hold more than 2 tasks as prescribed in Articles 9, 10, and 11 of Circular 05/2025/TT-BGDDT.

For tasks as prescribed in Chapter III of Circular 05/2025/TT-BGDDT (except for concurrent tasks in Clause 3, Clause 5, Article 9; Clause 1, Clause 2, Clause 3, Article 10 of Circular 05/2025/TT-BGDDT), if they have received remuneration or allowances, the teaching period quota shall not be reduced or converted to teaching period.

- Teachers teaching at general schools with many levels of education appointed to the professional title of teacher at any level shall comply with the prescribed teaching hours for teachers at that level.

In case a teacher is assigned to teach at the school level according to the appointed title and is assigned to teach at another school level, each teaching period at another school level is calculated by 1 standard period.

- For tasks that have not been stipulated in the regime of reducing the lessons of teaching according to Article 9, Article 10, Article 11 or has not been converted into lessons according to Article 13 of Circular 05/2025/TT-BGDDT, the Principal shall base on the complexity, workload of the task, expected the number of lessons converted to that task and submit opinions of the School Council. After consistent opinions, the Principal shall decide the number of lessons to convert the tasks and report to the competent authority for management. In case there is no school council, the principal sends the opinions of the vice principals, the committee and the leader, the deputy team of professional groups.
