According to Lao Dong, the Standing Committee of Phu Tho Provincial Party Committee has just sent an invitation to the Standing Committees of Vinh Phuc and Hoa Binh Provincial Party Committees to: Agree to implement the Conclusion of the Politburo, the Secretariat and the Central directives and instructions on the arrangement and merger of provincial-level administrative units.

According to the invitation, the members include members of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Organization Committee, Director of the Department of Home Affairs, Director of the Department of Finance of 3 provinces: Phu Tho, Vinh Phuc, Hoa Binh.
Phu Tho province has a natural area of over 3,500 km2, including 13 districts and cities; the population in 2023 is about 1.53 million people. Vinh Phuc province has a natural area of over 1,200 km2, including 9 districts and cities; population of about 1.2 million people. Currently, Mr. Dang Xuan Phong - Member of the Party Central Committee is Secretary of the Vinh Phuc Provincial Party Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee is Mr. Tran Duy Dong.
Hoa Binh province has a natural area of nearly 4,600 km2, including 10 districts and cities; population of more than 850 thousand people. Currently, Mr. Nguyen Phi Long - Alternate Member of the Party Central Committee is Secretary of the Hoa Binh Provincial Party Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee is Mr. Bui Duc Hinh.
