The Politburo agrees to end inspection activities of ministries and districts

On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 134-KL/TW dated March 28 on the Project on streamlining the inspection agency system to be streamlined, compact, strong, efficient, effective and efficient.

According to the conclusion of 134-KL/TW, at the meeting on March 14, 2025, on the basis of Report No. 05-TTR/DU dated 6.3.2025 of the Standing Committee of the Government Party Committee on the acquisition and completion of the Scheme of System System System, Negative, Perfect, Effectiveness (Project), Politburo, Secretariat have the following comments:

Basically agree with the Report on receiving and explaining opinions of the Politburo, the Secretariat and relevant agencies on completing the Project to reorganize the inspection agency system to be streamlined, compact, strong, efficient, effective and efficient; merge the Inspection Staff School with the Institute of Inspection Science Strategy.

The Politburo and the Secretariat agreed in principle to reorganize and streamline the apparatus of inspection agencies at 2 levels at the central and local levels.

In which: At the Central level, the Politburo and the Secretariat agreed to end the activities of the Inspectorate of ministries to arrange and reorganize into departments for inspection, handling complaints and denunciations, preventing and combating corruption, waste and negativity in the fields under the Government Inspectorate.

Particularly, the Ministry of Defense Inspectorate, the Ministry of Public Security Inspectorate, the State Bank Inspectorate, Cipher Inspectorate, Radiation and Nuclear Safety Department, Vietnam Maritime Administration, Vietnam Aviation Administration Inspectorate, Inspectorate of State Securities Commission, continue to be organized and operated.

According to Conclusion 134-KL/TW, the Department of Judicial Assistance, the State Treasury, the State Reserve, the Statistics Office, end the operation of the inspection agency; do not establish an inspection agency of the Department of Vocational Education and Continuing Education.

The above departments perform the function of specialized inspection according to the provisions of law.

Regarding Vietnam Social Security and agencies assigned to perform the function of specialized inspection, the Politburo and the Secretariat also clearly stated the policy of not organizing specialized inspections but conducting specialized inspections and other functions according to the provisions of law.

In the locality, the Politburo and the Secretariat decided to end the activities of district inspectors, department inspectors and reorganize them into organizations under the provincial inspectorate.

The Provincial Inspectorate Party Committee is a grassroots party committee under the Party Committee of the Provincial and Municipal People's Committee.

According to the conclusion of the Politburo and the Secretariat, after the arrangement, agencies that no longer organize inspections will perform inspection functions and tasks within the scope of State management.

The head is responsible for assigning the affiliated unit to advise on the implementation of functions and tasks of inspection, citizen reception, complaint and denunciation settlement and corruption, waste and negativity prevention and control according to the provisions of law.

The Politburo, the Secretariat assigned the Government Party Committee, the Government Inspectorate Party Committee and the Provincial Party Committee and the Party Committee to focus on leading and directing the implementation of the inspection system arrangement.

Along with that, it is necessary to review and arrange the organizational structure, arrange forces, facilities, necessary conditions, and implementation roadmaps in sync with the implementation of the policy of arranging administrative units, ensuring continuity, without interruption, and without missing tasks.

The Government Party Committee, the National Assembly Party Committee, and the Government Inspectorate Party Committee are also assigned to coordinate with relevant agencies to review and complete relevant laws and regulations to ensure the function of sanctioning administrative violations is regulated and implemented effectively and efficiently.
