Quang Ninh Provincial Party Secretary Quan Minh Cuong shared about the establishment of Quang Ninh city.
Within the framework of the First Extraordinary Session Program, the 16th National Assembly, National Assembly deputies (NA deputies) conducted group discussions on the establishment of Quang Ninh city and Bac Ninh city.
Speaking at the group, Member of the Party Central Committee, Secretary of Quang Ninh Provincial Party Committee Quan Minh Cuong said that Quang Ninh has fully met 7 standards according to regulations to establish a city, no longer owing any criteria.
Sharing about the goal of establishing the city, Quang Ninh Provincial Party Secretary Quan Minh Cuong said that the question that provincial leaders and National Assembly deputies regularly receive is "what do people get from becoming a city and what is the city different from a province".
According to Mr. Cuong, this is a question that provincial leaders are very concerned about, concerned about and thought about a lot.
Becoming a city is the aspiration of the people and officials of the province, but more importantly, after becoming a city, what will be done to develop worthily, from life, culture, industry to defense and security to maintain. That is a problem that requires the entire political system to make efforts," he said.
According to the Secretary of Quang Ninh Provincial Party Committee, the province sets a target to bring GRDP per capita to 20,000 USD/person by 2030.
If growth is not maintained at 12%/year or more, it will not be achieved; double-digit growth usually only reaches about 17,500-18,000 USD. This is a problem that requires the entire political system of Party committees at all levels and our government to try very hard. The provincial government apparatus works continuously, including Saturdays and Sundays," Mr. Quan Minh Cuong said.
Regarding transport infrastructure, Mr. Quan Minh Cuong informed that the Hanoi - Quang Ninh high-speed railway project has a length of about 120km, a design speed of 350 km/h, starting point at the National Exhibition Fair Center area (Dong Anh commune, Hanoi) and ending point at the forest park in Tuan Chau ward (Quang Ninh).
The project passes through 24 communes and wards of Hanoi, Bac Ninh, Hai Phong and Quang Ninh, shortening the travel time from Hanoi to Quang Ninh to about 23 minutes.
According to him, the goal of putting the railway line into operation in 2028 is a very high progress. To date, Quang Ninh has completed about 99% of the site handover to the investor.

The province owns a synchronous and modern transport infrastructure system including roads, air and sea.
In 2025, Quang Ninh contributed 2.87% of the country's GRDP and 9.4% of the Red River Delta region's GRDP; contributing 4.1% of the country's growth and 11.3% of the region's growth. The province has 247 FDI projects with a total registered capital of 17.05 billion USD, ranking 7th in the country in FDI attraction, 6th in budget revenue, contributing about 3.1% of total national budget revenue.
