One-time social insurance recipients in Ho Chi Minh City tend to decrease
According to Ho Chi Minh City Social Insurance, the number of people receiving one-time social insurance benefits in the first 6 months of 2026 tends to decrease compared to the same period in 2025 due to the impact of the policy of the 2024 Social Insurance Law.
Information from Ho Chi Minh City Social Insurance on October 13th said that in the first 6 months of 2026, Ho Chi Minh City had 58,936 people receiving one-time social insurance benefits, a decrease of 24% compared to the same period in 2025.
Although the number of people receiving one-time social insurance benefits in July 2026 is 13,101 people, an increase of about 3% compared to June and an increase of about 22.9% compared to May, but by August 2026, the number of people receiving one-time social insurance benefits decreased to 11,262 people, a decrease of about 14% compared to July and a decrease of about 11.4% compared to June. In particular, by September 2026, the number of people receiving one-time social insurance benefits continued to decrease to 10,756 people.
Analysis by Ho Chi Minh City Social Insurance on the characteristics of one-time social insurance beneficiaries shows that in terms of social insurance contribution time, the number of contributions under 10 years is 10,051 people, accounting for 79%, from 10 years to under 15 years is 1,840 people, accounting for 14.5%, from 15 years to under 20 years is 791 people, accounting for 6.2% and over 20 years is 34 people, accounting for 0.3%.

Thus, the group with a social insurance contribution period of less than 15 years accounts for 93.5%, of which the group under 10 years alone accounts for 79%. This shows that people with a short social insurance participation period are the main group that chooses to enjoy one-time social insurance benefits. For this group, the remaining time to be eligible for pension is relatively long, when jobs and income are unstable or encounter financial difficulties, the need to receive an immediate amount of money may have a major impact on the decision to enjoy one-time social insurance benefits.
According to Ho Chi Minh City Social Insurance, the number of people receiving one-time social insurance benefits in the first 6 months of 2026 has a clear downward trend compared to the same period in 2025, which is a positive sign in the context of the 2024 Social Insurance Law (effective from July 1, 2025), which has been amended in the direction of increasing the opportunity to receive pensions, encouraging employees to preserve their contribution period and limiting one-time social insurance benefits.

Reducing the minimum social insurance contribution period to receive a pension from 20 years to 15 years (applied from July 1, 2025) has helped late social insurance participants or those with non-continuous contributions still have the opportunity to receive monthly pensions. Therefore, many people have decided to choose to enjoy pensions to enjoy long-term social security policies instead of receiving one-time social insurance benefits as in previous years.
Ho Chi Minh City Social Insurance also forecasts that in the fourth quarter of 2026, the number of people receiving one-time social insurance benefits is likely to increase but not significantly compared to the third quarter of 2026.
Ho Chi Minh City Social Insurance also said that since the 2024 Social Insurance Law took effect, this agency has received and resolved thousands of dossiers eligible for retirement with social insurance participation years from 15 years to less than 20 years. Of which, from July 2025 to December 2025 are 2,731 dossiers, from January 2026 to July 2026 are 2,253 dossiers.
