Innovating Trade Union activities, paying more practical attention to workers
Quang Ninh - After 1.5 working days, the 3rd Conference of the Executive Committee of the 14th Vietnam General Confederation of Labor closed at noon on September 30th in Bai Chay ward, Quang Ninh city.
The conference focused on discussing and deciding on many important contents on personnel work, union member development, improving the quality of trade union activities and labor relations.
The Conference approved the Resolution of the 3rd Conference of the Executive Committee of the 14th Vietnam General Confederation of Labor.
Speaking at the closing of the conference, Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor Nguyen Anh Tuan emphasized that the 10 contents discussed at the conference are all very important and of long-term significance for the entire term.
According to the Chairman of the Vietnam General Confederation of Labor, the discussed contents not only shape the innovation work of the Trade Union organization but also create a foundation for the Trade Union organization to respond to new challenges.
Regarding the groups of resolutions on developing union members, grassroots trade union officials and participating in Party building at enterprises, Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan said that these are core issues of the Trade Union organization. If not implemented well, important tasks of the Trade Union organization will not be ensured.
The President of the Vietnam General Confederation of Labor noted that the workload in localities is very large while the contingent of officials is still lacking and weak. Therefore, it is necessary to improve the capacity of grassroots trade union officials to meet task requirements.
Regarding the group of issues on digital transformation, science, labor productivity and the goal of double-digit growth, the President of the Vietnam General Confederation of Labour requested to concretize and assign specific tasks to each unit and each level of trade union, avoiding the situation of "hitting the drum and dropping the stick".
Accordingly, it is necessary to clearly define 3 groups of tasks: What does the Trade Union directly do, issues that need to be proposed to superiors, relevant agencies and contents that the Trade Union implements supervision.
Regarding innovation in dialogue, collective welfare and trade union finance, Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan raised the issue of how society is viewing the Trade Union organization and what workers are waiting for.
According to Mr. Nguyen Anh Tuan, in the past time, the Trade Union has done many things but not really sharp. In the coming time, it is necessary to fundamentally innovate, be more drastic and more fundamental.
Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan wishes to have a certain financial resource to entrust to banks to operate and serve employees, with reasonable interest rates so that employees can easily access them more easily.
Regarding the event commemorating the 100th anniversary of the Vietnam General Confederation of Labour in 2029, President of the Vietnam General Confederation of Labour Nguyen Anh Tuan requested that preparation work should be deployed immediately from now so that the event can be organized solemnly and meaningfully.
Regarding tasks from now until the end of 2026, Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan requested to continue to coordinate the establishment of commune, ward, and industrial park trade unions.
Continue to review housing and land facilities. Those that are retained must have effective exploitation plans; those that are not used effectively need to be handled and returned to localities to serve social needs.
Another important task is to implement the 2027 Tet care plan for union members and workers. Care must have a new approach, not only before Tet but also during and after Tet.
Accordingly, along with taking care of workers to have a full Tet, the Trade Union needs to have solutions to bring and welcome workers and employees back to work after Tet, contributing to stabilizing labor relations and production and business activities of enterprises.
The Conference approved the Resolution of the 3rd Conference of the Executive Committee of the 14th Vietnam General Confederation of Labor with the following contents:
1. Unanimity through the following contents:
- Program on developing union members, establishing grassroots trade unions, participating in Party building at enterprises, period 2026 – 2031.
- Program to improve the quality of trade union officials, especially full-time officials and grassroots trade union presidents, period 2026 – 2031.
- Program "Trade Unions accompany the Government to improve labor productivity, implement the goal of double-digit growth, period 2026 – 2031".
- Program to promote the application of science, technology, and innovation among workers and laborers and the Vietnam Trade Union, period 2026 - 2031.
- Program to innovate trade union financial work and improve union member welfare.
- Project "Trade Unions participate in developing new production forces, promoting stable income jobs for workers, period 2026 – 2031".
- Project "Improving the effectiveness of dialogue, collective bargaining and building labor relations, period 2026 – 2031".
- Program "Promoting Trade Union Communication in Vietnam in the period 2026 - 2031".
- Project "Organizing activities to celebrate the 100th anniversary of the founding of the Vietnam General Confederation of Labour (July 28, 1929 - July 28, 2029)".
Assign the Standing Committee of the General Confederation of Labour to base on comments, report on receiving, explaining, and completing drafts to be promulgated and implemented in October 2026.
2. Regarding the Report on the results of concretizing the "open, flexible, and dynamic trade union" model according to Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo:
2. 1. The Executive Committee of the General Confederation of Labour agreed not to implement the "Project on building an open, flexible, and dynamic trade union organization" in the full-term working program of the Executive Committee of the VGCL (XIV term). Assigned the Standing Committee of the General Confederation of Labour to continue to study and implement pilot projects on the organizational model, gathering union members, and building a contingent of trade union officials suitable for an open, flexible, and dynamic trade union organization.
2. 2 Agree in principle to continue studying pilot projects:
(1) Complete and implement the Pilot Project on arranging the trade union model directly under the Vietnam Bank Union to be centralized, continuous, and effective.
(2) Amending the task "Project on piloting innovation of content, methods, and improving the quality of grassroots trade union activities in enterprises with many union members" to a Project on innovation of organization and activities to improve the quality of grassroots trade unions at enterprises (organization apparatus, financial work; content and methods of operation; building labor relations; assigning some rights of upper-level trade unions to grassroots trade unions in enterprises with many union members) after the Politburo's Conclusion on continuing to implement Resolution 02-NQ/TW dated June 12, 2021 was issued.
(3) Continue to direct units to research and develop the Project "Establishing consulting and support centers for workers" in localities and sectors with a large number of workers. Assign the Standing Committee of the General Confederation to direct appraisal and give guidelines for units to submit to Party committees for approval of the Project according to their authority.
(4) For the Project on piloting the upper-level trade union model in economic groups and private corporations directly under the General Confederation: temporarily suspend research and implementation; at an appropriate time, it will continue to be researched and developed.
(5) Assign the Vietnam Trade Union of Industry and Trade to study and pilot the establishment of a trade union system for specialized supermarkets directly under the Vietnam Trade Union of Industry and Trade on the basis of the "Pilot Project for the Vietnam Supermarket Industry Trade Union Model".
2. 3. Ending the Projects:
(1) Project to pilot regional trade union models in some localities with few businesses.
(2) Pilot project for grassroots trade unions in enterprises with fewer than 25 union members.
3. Electing 4 additional comrades to the Executive Committee, 1 comrade to the Standing Committee of the 14th Vietnam General Confederation of Labor, term 2026-2031, including:

- Comrade Bui Hoai Nam, Provincial Party Committee Member, Chairman of the Khanh Hoa Provincial Labor Federation.
- Comrade Tran Thi Kim Loan, City Party Committee Member, Chairwoman of the Hue City Labor Federation.
- Comrade Nguyen Hong Loi, Head of the National Defense Trade Union.
- Comrade Ha Ngoc Tu, Provincial Party Committee Member, Chairman of Cao Bang Provincial Labor Federation.

The Executive Committee of the Vietnam General Confederation of Labor calls on trade union levels and all officials, union members, and workers nationwide to promote the achieved results, and strive to contribute to the successful implementation of the 2026 trade union work program, the Resolution of the 14th National Party Congress, the socio-economic goals and tasks for 2026, and the Resolution of the 14th Vietnam Trade Union Congress.
