Will continue to propose policies to ensure the rights of digital platform workers in Vietnam
Hanoi - On September 25, Standing Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu chaired the seminar "Legal Position and Employment for Digital Platform Workers in Vietnam".
The seminar was attended by experts, trade union officials, and representatives of a number of ministries, departments, and branches.
According to delegates, digital platform workers in Vietnam currently have some characteristics such as flexible jobs, being able to work for multiple platforms simultaneously; both working on platforms and working as traditional drivers, or working irregularly; fluctuating income; relatively high level of autonomy; heavily dependent on digital platforms; limited access to traditional social security systems.
To clarify this issue further, the delegates participating in the seminar focused on exchanging views on correctly identifying the legal status of foundational workers, who they are; designing the entrance to social insurance; and bringing digital foundational workers into the trade union organization.
In which, what mechanisms help workers dialogue with the platform on unit prices, deduction levels, safety, complaint resolution and conditions for locking accounts? How can trade unions coordinate with social insurance agencies to advise, support registration, and monitor the rights of union members... are issues of concern.
From the reality in localities, delegates all emphasized that it is necessary to identify this as a worker with labor relations and it is necessary to amend the Labor Law so that they are guaranteed social security as well as transparency of algorithms.
Notably, Dr. Do Quynh Chi's opinion shared about the models in India and China, in which although digital-based workers do not fully enjoy the rights of traditional workers, they are guaranteed some basic rights such as salary, working hours...
Affirming the need for content on unity between state management agencies as well as strengthening the establishment of Trade Union organizations for this labor group in the Labor Law, Mr. Le Dinh Quang - former Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor - proposed that there should be a chapter on digital foundation labor in the revised Labor Code, which should include content on ensuring social security in a flexible way and strengthening protection mechanisms...
According to Standing Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu, since 2020, the Vietnam General Confederation of Labour has had a research topic on digital-based labor in Vietnam, but the most necessary thing now is the responsibility of technology businesses and the concern of state management.
