OSH work is always given special attention and direction by the Group's leaders, identified as the top priority, throughout the production and business process of the Group.

From the Party Committee - Member Council and operating agencies of the Group, Trade Unions, Youth Unions to units directly under the Group have issued Resolutions, Directives, Action Programs and guiding documents on strengthening the implementation of measures on occupational safety and health.

At Vietnam National Coal - Mineral Industries Holding Corporation Limited, OSH is the core factor, the foundation for sustainable development. Therefore, continuing the tradition of "Discipline and Unity", units in the Group have focused on investing in new technology lines and automation systems in production to increase productivity, improve working travel conditions, reduce heavy labor, and improve safety levels; strengthen and innovate propaganda and training to improve self-reliance and safety for workers.

In 2025, despite exploiting minerals in increasingly difficult geological conditions, the production area decreasing deeper and going further, TKV still achieved impressive figures. In terms of economy: Revenue reached over 161 trillion VND; Average income of employees reached 19.5 million VND/month. In terms of investment in OSH: In 2025, the Group has allocated more than 1,600 billion VND for OSH and improving working conditions.

Regarding safety work management: The Group has paid attention to and well controlled risks, in which special attention has been paid to ventilation and mine gas control, mine pressure, exploration and prevention of water leaks, PCTT-TKCN and strict equipment management. Automatic air monitoring systems and modern mechanized equipment have significantly reduced the number of fatal workplace accidents (TNLĐ) compared to the same period in 2024.

However, the Group realizes that the risks of unsafety are still latent, requiring stronger and more drastic changes in management methods. To realize this goal, TKV implements the following breakthrough solution groups:

First, digital transformation and modernization of safety management: Closely following the theme of 2026, TKV promotes the application of information technology in identifying and early warning of risks. Focusing on automating production lines and safety technical management using specialized software such as human and equipment positioning systems, smart surveillance camera systems and modern air measuring sensors, focusing on risky stages of labor safety at key production locations.

Mr. Le Minh Tri said that during his lifetime, President Ho Chi Minh always paid special attention to the working class and laborers. Meanwhile, the quality of human resources, especially high-quality human resources, has not met development needs; the risk of shortage, especially leading experts, artificial intelligence, semiconductors...; labor productivity is still lower than many countries in the region, and is slow to improve. A part of workers, especially informal workers, do not have sustainable jobs; the demand for housing and basic facilities for workers and laborers is still very large but has not been met. Working conditions in many facilities are still limited; the situation of cramped factories, outdated machinery, equipment, and technology, labor safety and hygiene are not guaranteed, posing many risks of labor accidents and occupational diseases for workers.

The process of labor structure shift is rapid, with a fairly large part of labor shifting from the agricultural sector to the industrial and service sectors, but there are still limitations in professional skills, discipline and industrial style, posing many risks to occupational safety and hygiene. The compliance with regulations on occupational safety and hygiene at many establishments is not strict; the reduction of occupational accidents has not been improved, and serious occupational accidents still occur, killing and injuring many people, especially in the fields of construction, electricity, mining, minerals... (an average of over 7,000 occupational accidents occur each year, killing and injuring more than 600 people)... In addition, climate change continues to become increasingly serious, increasing dangerous and harmful factors to the working environment.

2026 marks the starting point of a new stage of national development - the first year of implementing the Resolution of the 14th Party Congress. In that spirit, at the Launching Ceremony of the Action Month on Occupational Safety and Health and Workers' Month 2026, Mr. Le Minh Tri requested Party committees, authorities, departments, ministries, branches from central to local levels, trade union organizations, businesses and all workers to promote the immortal spirit of International Labor Day May 1st, promote responsibility and do better in management, representation, care for life, protection of the legitimate and lawful rights and interests of workers; and at the same time, pay attention to and focus on implementing a number of the following tasks:

First, to arouse and strongly nurture the tradition of patriotism, solidarity, self-reliance, self-strengthening, and national pride among workers and laborers across the country. Continue to build and synchronously improve institutions and socio-economic development policies; synchronously implement solutions to promote economic development, focus on removing bottlenecks and obstacles, and unlock all resources; urgently review to cut and simplify administrative procedures, create favorable conditions for production and business activities to develop, encourage start-ups, innovation, structural transformation and improve the quality of human resources, creating more jobs and livelihoods for workers and people.

Continue to improve institutions and policies on labor, employment, wages, safety, occupational hygiene, creating a legal corridor for the development and use of human resources, attracting and valuing talents, experts, and workers with high professional qualifications. Prioritize the development of science and technology, innovation and digital transformation as new driving forces to improve national labor productivity, associated with innovation in growth models. Ensure sustainable employment, improve living standards, and improve working conditions for workers. Focus on effectively implementing and expanding the system of welfare and social security policies, paying attention to social insurance, housing, schools, kindergartens, preschools, health, education and other cultural institutions, contributing to constantly improving the spiritual and cultural life of workers and laborers.

Second, Raise awareness and responsibility about occupational safety and hygiene, create motivation and spread safety culture throughout society. Proactively improve working conditions, control risks, prevent occupational accidents and diseases. Promote businesses to invest in technology, safety management associated with digital transformation. Ensure the full and timely implementation of regimes and policies on occupational accidents and diseases. Caring for and providing practical support to workers and their families, contributing to maintaining social stability and sustainable development of the country.

Third, research and promulgate a strategy to build the working class associated with the socio-economic development strategy; concretize the direction of building a modern and strong Vietnamese working class, associated with the development of science, technology, innovation, and digital transformation. Focus on improving cultural, educational, professional, vocational skills, industrial style and labor discipline so that the Vietnamese working class is increasingly adapted, developed, masters knowledge, science, technology, and international integration; constantly promote initiatives and innovation in the new development era.

Strengthen the role of trade union organizations in caring for the lives and protecting the legitimate rights of workers and laborers. Further improve the effectiveness of dialogue and collective bargaining, especially issues of wages, ensuring safety and occupational hygiene, improving working conditions, working hours, rest hours, and health care. Fourth, state management agencies from central to local levels continue to innovate management, improve the effectiveness of occupational safety and health work, and at the same time coordinate with trade unions at all levels to strengthen guidance on inspection and examination of compliance with laws on occupational safety and health, pay attention to assessing the labor environment, especially in places with heavy, hazardous, and dangerous working conditions, and promptly take measures to prevent and improve working conditions, ensuring the legitimate rights and interests of workers and laborers.

With high determination, great effort and joint action, I propose that in the coming time, the Government, the Central Committee of the Vietnam Fatherland Front direct the Ministry of Home Affairs, the Trade Union organization and provinces and cities, and businesses to actively care for the lives and jobs, protect the legitimate rights of workers, civil servants, and laborers. 9:18 AM: Screening of the report "Labor in the new era - Safety for development, creativity for reaching out" summarizing labor safety and hygiene work, Workers' Month and some key tasks for 2026.

In 2025, the number of labor accidents and the number of people injured in labor accidents decreased sharply, especially in labor-related areas. According to labor accident reports from 34/34 provinces and cities directly under the Central Government, there were 7,004 labor accidents nationwide (down 1,282 cases, equivalent to 15.47% compared to 2024), causing 7,156 victims (down 1,316 people, equivalent to 15.53% compared to 2024). The number of fatal labor accidents was 621 cases, down 63 cases, equivalent to 9.33% compared to 2024 (of which, labor-related areas: 475 cases, down 60 cases, equivalent to 11.21% compared to 2024). Number of deaths from labor accidents: 658 people, down 69 people, equivalent to 9.49% compared to 2024. Material damage decreased sharply from more than 42,565 billion VND in 2024 to 14,026 billion VND in 2025. Labor conditions have also been significantly improved in many factors.

In 2025, about 3 million workers underwent periodic health check-ups (an increase of 70% compared to the same period in 2024). In the Action Month on Occupational Safety and Health, practical activities were widely deployed such as authorities at all levels, unions, businesses, and units organizing visits, encouragement, and gifts to 9,611 victims and families of victims of occupational accidents and diseases (of which, trade union levels visited 974 cases); organizing 17,850 inspections, examinations and self-inspections, of which 16,400 self-inspections were conducted, nearly 30,000 risks and hazards of occupational safety and health were detected, and nearly 11,000 safe working regulations and procedures were developed, promulgated and listed by businesses at their workplaces.

The emulation movement to ensure occupational safety and health continues to be promoted at all levels of trade unions. 32,158 grassroots trade unions launched emulation movements on occupational safety and health with 879,604 participants, contributing 12,674 initiatives. The network of occupational safety and health workers with more than 210,000 people established at 22,921 enterprises continues to promote the role of maintaining and effectively implementing occupational safety and health work at production facilities...

In particular, the Trade Union has issued and is implementing the Project "Promoting the building of occupational safety culture in the workplace in the period 2025-2030", accompanying businesses to create a foundation for shifting from "consciousness" to "culture", from "compliment" to "self-awareness" in each employee and business...

The Action Month on OSH 2026 aims to promote levels, sectors, agencies, organizations, associations, employers, employees and the community to pay attention to and strictly implement OSH laws. Chairman of Quang Ninh Provincial People's Committee Bui Van Khang emphasized that in recent years, occupational safety and health work in Quang Ninh province has always received close leadership and direction from the Provincial Party Committee, People's Council, Provincial People's Committee and close coordination of departments, agencies, branches, localities and the business community. Thanks to that, the awareness and sense of compliance with labor safety laws of employers and employees has been increasingly improved; the situation of fatal labor accidents has a clear downward trend; 2025 recorded the lowest level in more than 20 years. However, the risk of labor insecurity, the situation of labor accidents is still latent and has complicated and unpredictable developments, especially in fields such as mineral exploitation, construction, processing industry, freight transportation...

Action Month on Occupational Safety and Health 2026 with the theme: "Innovating management and improving the efficiency of occupational safety and health work in the digital age" and Workers' Month with the theme: "Vietnamese workers: Innovation, improving labor productivity", Quang Ninh province responded with the main contents: continuing to raise awareness and responsibility of leaders in occupational safety and health work; linking this responsibility with production and business efficiency and sustainable development of enterprises.

Risks and hazards of occupational safety and health are controlled; loss of life and property has been significantly reduced, contributing to protecting socio-economic development achievements. Millions of workers have actively responded to emulation movements on occupational safety and health, proposing and implementing tens of thousands of technical innovation initiatives and preventive solutions, contributing to improving labor productivity and the competitiveness of the economy.

Sustainable and civilized socio-economic development must be associated with ensuring the right of workers to work in safe conditions, to be cared for in terms of material and spiritual life, which is a common standard in sustainable development and international integration, contributing to promoting exports of goods in the context of the emergence of barriers to control the supply chain and new tariffs.

Many employers are still not interested in improving working conditions or implementing it in a formalistic, coping manner. Many workers, including farmers and fishermen, are still not aware of the meaning of safe jobs, so some tragic accidents still occur. Our consistent message is "do not trade the safety of workers for output and economic growth" and is also a reminder from General Secretary and President To Lam to all of us when visiting the Quang Ninh mining area.

Mr. Tran Anh Tuan - Chairman of the Trade Union of Hanoi 10/10 Bus Enterprise - said: "I am very happy and honored to attend the launching ceremony. In the coming time, the grassroots trade union of the enterprise will continue to pay attention to completing the coordination mechanism between professional and trade union, ensuring that all production plans are fully integrated with safety factors right from the construction and implementation stages.

Along with that, strengthen and create all conditions for trade unions to better promote their supervisory role to promptly propose handling of unsafe risks, thereby preventing labor accidents early and remotely.

Grassroots trade unions will also strengthen the organization of regular training and workshops on occupational safety and health for workers; apply artificial intelligence (AI) to build an intuitive and vivid image in propaganda, dissemination and training to make it easier for workers to grasp.

In addition, continue to take good care of regimes and policies for workers, especially in cases of labor accidents, ensuring legitimate rights, timely, and in accordance with regulations".

Participating for the first time in the Launching Ceremony of Workers' Month and Action Month on Occupational Safety and Health 2026 held in Quang Ninh, Mr. Do Minh Tuan - Deputy Head of the Department of Occupational Diseases - Intangible Diagnosis - Functional Exploration, Quang Ninh Provincial Center for Disease Control (CDC) - said that he was very nervous but also very honored.

I have participated in many activities related to workers, but mainly on a business scale. This time participating on a large scale nationwide, I am really touched and looking forward to it," Mr. Tuan said.

As a doctor in occupational diseases, Mr. Tuan regularly goes to the coal mining site, into the tunnels, examines and discovers occupational diseases for workers. Witnessing the hardship of workers, especially in the coal industry, he hopes that workers will always comply with safety and labor protection regulations to minimize damage.

Also according to Mr. Tuan, Quang Ninh has many unique and dangerous industries, so in the coming years, he hopes that the program will continue to be organized here.

The launching ceremony takes place from 8 am on April 24, at the Quang Ninh Provincial Planning, Fair and Exhibition Palace (Tran Quoc Nghien street, Ha Long ward, Quang Ninh province). The program is organized by the Central Steering Committee for the Action Month on Occupational Safety and Health (ATVSLĐ) in coordination with the Vietnam General Confederation of Labor (VGCL) and the Quang Ninh Provincial People's Committee.

Attending will be representatives of Party and State leaders, ministries, central and local branches; Provincial and city Labor Federations, Central Industry Trade Unions, Trade Unions of Corporations directly under the Vietnam General Confederation of Labor, officials, workers, and laborers of Quang Ninh province...

According to the program, before the launching ceremony of Workers' Month and Action Month on Occupational Safety and Health in 2026, the Organizing Committee will screen a general report on Occupational Safety and Health work, Workers' Month and some key tasks for 2026; VGCL rewards 5 collectives with outstanding achievements in organizing the implementation of Occupational Safety and Health work and the worker movement; Quang Ninh Provincial People's Committee rewards 10 collectives and individuals with outstanding achievements in implementing Occupational Safety and Health work in 2025 in the province. After the launching ceremony, the Mine Safety Center, Vietnam National Coal - Mineral Industries Holding Corporation Limited demonstrated explosions of methane gas and coal dust.

Continuing the spirit of International Labor Day May 1st, Workers' Month has been implemented nationwide since 2012 according to the Conclusion of the Secretariat of the Party Central Committee. The Action Month on OSH was launched in 2017 according to the Prime Minister's Decision.

2026 is the 6th year that the Central Steering Committee for the Action Month on Occupational Safety and Health has coordinated with the VGCL to simultaneously launch the Workers' Month and the Action Month on Occupational Safety and Health nationwide. This is also the first year that a national launching ceremony is held locally and is hosted by Quang Ninh province.

With the theme "Vietnamese Workers: Innovation, improving labor productivity", Workers' Month 2026 continues to be deployed synchronously and widely in trade union levels with key activities:

First, promote the "May Dialogue" Program and the "Union Members Contributing Opinions to Building Vietnam Trade Unions in the New Era" Forum, thereby promoting democracy, listening to the thoughts and aspirations of workers to complete the documents of the 14th Vietnam Trade Union Congress and the Trade Union organization model to meet the requirements of the new situation.

Second, organize the "Labor Skills - Sustainable Employment" Day, to equip and improve professional skills, adapt to the labor market in the context of digital transformation and deep integration.

Third, organize the Peak Month to promote the innovation movement, promote initiatives, technical improvements, and application of technology, directly contributing to improving labor productivity and competitiveness of businesses and the economy.

Fourth, organize a peak month of union member development, establish grassroots trade unions, and introduce outstanding trade union members for Party fostering and admission.

At the Vietnam General Confederation of Labour level, a series of activities are organized, notably the Ceremony to celebrate the 140th anniversary of International Labor Day (May 1), associated with commending outstanding grassroots Trade Union Presidents in collective dialogue and negotiation work in 2026 taking place on April 27-28, in Hanoi Capital.

Along with that is the conference to summarize 5 years of implementing Conclusion No. 01-KL/TW of the Politburo, praising advanced examples in studying and following Uncle Ho in the period 2023-2025; opening the 2026 Vietnam Workers and Civil Servants Football Tournament, contributing to improving spiritual life and building a healthy cultural environment among union members and workers.

Through the above activities, Workers' Month 2026 will continue to strongly spread the spirit of innovation and creativity, arouse the aspiration to contribute in each worker, and make positive contributions to the country's double-digit growth target.

Previously, on April 23, in Quang Ninh, the VGCL organized a workshop "Trade Unions innovate and improve the effectiveness of OSH work in the digital age" in response to the Action Month on OSH 2026. The workshop focused on discussing many important contents such as: the current situation of policies and laws on OSH; application of digital technology in management; occupational disease prevention and control; such as the role of trade union organizations in managing labor risks.

On the afternoon of April 23, a working delegation led by Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu, along with leaders of the Quang Ninh Provincial Labor Federation, visited, presented gifts, and encouraged families of workers and laborers who suffered labor accidents in Quang Yen and Cao Xanh wards.
