Is it possible for a martyr's wife to marry another husband to pay health insurance from the State budget?

Point d, Clause 2, Article 2, Circular 28/2026/TT-BNV of the Ministry of Home Affairs guiding the determination and listing of health insurance participants under the state management scope of the Ministry of Home Affairs (effective from January 1, 2027) stipulates the subjects participating in health insurance paid by the State budget as follows:

d) Martyr's wife or husband marrying another husband or wife who is receiving monthly survivor's allowance as prescribed in Point a, Clause 10, Article 16 of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.

Point a, Clause 10, Article 16 of the Consolidated Document of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution 2026 stipulates: Martyrs' spouses who marry another husband or wife but still raise martyrs' children to adulthood or take care of martyrs' biological fathers and mothers while they are alive or because of revolutionary activities but do not have the conditions to take care of martyrs' biological fathers and mothers while they are alive, are entitled to the following preferential regimes: Monthly survivor's allowance; Health insurance.

Thus, from January 1, 2027, wives of martyrs marrying other husbands of the above-mentioned subjects will be paid health insurance by the State budget.
