Legal Consulting Department of Lao Dong Newspaper answers:

Clause 1, Article 7, Circular 36/2026/TT-BYT detailing a number of articles of the Law on Emulation and Commendation for the health sector (effective from October 1, 2026) stipulates the Certificate of Merit of the Ministry of Health to be awarded or posthumously awarded to individuals and collectives and households that meet one of the following criteria:

a) Individuals, collectives, and households meeting the standards specified in Clauses 1, 2, 3, 4 and 5, Article 74 of the Law on Emulation and Commendation;

b) Individuals with a working time at units under or directly under the Ministry of Health of 10 years or more (for men), 08 years or more (for women), achieving many achievements or outstanding achievements, contributing to the development of agencies and units, including 05 consecutive years before the time of requesting to be evaluated as completing tasks well or better and in those 05 years having at least 01 time being evaluated as completing tasks excellently. Throughout the working process, individuals are only requested to be considered for awards once in the full year (the year with the last digit being 0) on the occasion of the unit under or directly under the Ministry celebrating its establishment anniversary and traditional day;

Thus, from October 1, 2026, individuals wishing to receive a Certificate of Merit from the Ministry of Health need to meet the standards according to the above regulations.
