Legal Consulting Department of Lao Dong Newspaper answers:
According to Article 1, Decree 388/2026/ND-CP dated October 13, 2026 of the Government, amending and supplementing Article 5 of Decree 112/2017/ND-CP stipulating regimes and policies for grassroots youth volunteers (TNXP) in the South participating in the resistance war in the period 1965 - 1975: Grassroots youth volunteers in the South who are no longer able to work and live alone, without shelter, are entitled to monthly allowances equal to 2 times the standard social assistance level according to current regulations.
Accordingly, the standard level of social assistance specified in Article 4 of Decree 335/2026/ND-CP regulating social assistance policies, effective from July 1, 2026, is 540,000 VND/month.
Decree 388/2026/ND-CP takes effect from December 1, 2026.
Thus, from December 1, 2026, grassroots youth volunteers in the South participating in the resistance war in the period 1965-1975 who meet the above regulations will receive monthly allowances equal to 2 times the standard social assistance level of 1,080,000 VND/month; calculation method: 540,000 VND (standard level) x 2 (times) = 1,080,000 VND.
