Article 6 of Decree 59/2023/ND-CP detailing a number of articles of the Law on Implementation of Democracy at the Grassroots level stipulates the preparation for the election of Village Heads and Residential Group Leaders as follows:

1. Commune-level People's Committee Chairman is responsible

a) Issue decisions to organize the election of Village Heads and Residential Group Leaders; preside over and coordinate with the Standing Committee of the Vietnam Fatherland Front Committee at the commune level to develop plans, professional guidance and organize the implementation of plans no later than 20 days before the date of the community meeting to elect Village Heads and Residential Group Leaders.

b) Issue a decision to establish an Election Team no later than 10 days before the date of the meeting of the residential community to elect Village Heads and Neighborhood Group Leaders after agreeing with the Vietnam Fatherland Front Committee at the commune level.

The election team includes: Representatives of the Fatherland Front Working Committee in villages and residential groups as Team Leaders; members are representatives of mass organizations, socio-political organizations and representatives of households in villages and residential groups (not candidates for Village Head or Residential Group Leader).

Decisions must be notified to people in villages and residential groups, posted at cultural houses and community centers of villages and residential groups, and notified on the broadcasting system or in other forms suitable to local conditions no later than 07 days before election day.

Thus, the Chairman of the Commune-level People's Committee has the same responsibility as above in the preparation for the election of Village Heads.
