The village chief's term was extended for more than 2.5 years according to Official Dispatch 3940

Official dispatch 3940/UBND-NC of the People's Committee of Cao Bang province on the implementation of a number of organizational and operational contents of villages (hamlets) and residential groups.

According to the document, implementing Official Letter 11776/BNV-CQDP in 2025 of the Ministry of Home Affairs on guiding a number of contents of organization and operation of villages and residential groups to ensure stability of the political system at the grassroots level and serve the preparation for the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026 - 2031 term, the Provincial People's Committee requests the People's Committees of communes and wards to implement a number of contents on organization and operation of villages (hamlets) and residential groups.

In particular, regarding the term of the Village Chief (hamlet), Head of the Residential Group: stipulated in Clause 5, Article 16 of Decision 37/2019/QD-UBND in 2019 of the People's Committee of Cao Bang province promulgating regulations on the organization and operation of hamlets and residential groups in Cao Bang province, the term of the Village Chief and Head of the Residential Group is 2.5 years.

Based on the implementation of tasks, in order to effectively serve the election work and ensure stability and continuity in the organization and operation of villages (hamlets) and residential groups, the Provincial People's Committee requests the Chairman of the People's Committees of communes and wards to extend the term of the Village Chief (hamlet) and the Head of the Residential Group under their management until there are Government regulations on the arrangement of villages (hamlets) and residential groups according to the Conclusion of the Politburo and the Secretariat.

Thus, the decision to extend the term of the Head of the Village (hamlet) and the Head of the Cao Bang Provincial Residential Group is more than 2.5 years until there are regulations of the Government on the arrangement of villages (hamlets) and residential groups according to the Conclusion of the Politburo and the Secretariat.

Official dispatch 11776/BNV-CQDP in 2025 of the Ministry of Home Affairs guides the term of the Village Head and Head of Residential Group as follows:

Based on the practical conditions of the locality, the personnel situation and the end of the term of the Village Chief, Residential Group Chief, People's Committees of provinces and cities direct the Chairmen of the People's Committees of communes, wards and special zones to complete the positions of Village Chief and Residential Group Chief according to current regulations.

If necessary to serve the election or to ensure stability and continuity in the organization and operation of the village or residential group, the Provincial and Municipal People's Committees shall consider and decide on the extension of the term of the Village Chief and Head of the Residential Group in the province or city or direct the Chairman of the People's Committee of the commune, ward or special zone to consider and decide to appoint a temporary Village Chief and Head of the Residential Group to ensure the maintenance of activities.

The extension period or the temporary term of appointment of Village Heads and Heads of Residential Groups shall be implemented until there are regulations of the Government on the arrangement of villages and residential groups according to the Conclusion of the Politburo and the Secretariat.
