Allowance of the Chairman of the Commune People's Committee from July 1st

YouMe Law Company Limited said: With the base salary applied from July 1, 2026 being 2,530,000 VND/month, some allowances for the Chairman of the Commune People's Committee are implemented as follows:

Leadership position allowance:

Based on Clause 2, Article 1 of Decree No. 07/2026/ND-CP, the leadership position allowance coefficient for Chairmen of People's Committees of communes, wards, and special zones directly under Hanoi City and Ho Chi Minh City is 0.7.

Chairmen of People's Committees of communes, wards, and special zones directly under other provinces and cities apply a leadership position allowance coefficient of 0.6.

Thus, from July 1, 2026, the leadership position allowance level of the Chairman of the Commune People's Committee in communes directly under Hanoi City and Ho Chi Minh City is 1,771,000 VND/month, and the Chairman of the Commune People's Committee in communes directly under other provinces and cities applies the leadership position allowance level of 1,518,000 VND/month.

Allowance for concurrently holding positions and titles:

Based on Article 20 of Decree No. 33/2023/ND-CP, in case cadres concurrently hold other positions and titles and reduce 1 person in the number of cadres and civil servants approved, they are entitled to a concurrent position allowance equal to 50% of the salary level (level 1), plus a leadership position allowance (if any) of the concurrent position or title.

In case the Chairman of the Commune People's Committee concurrently holds many positions and titles, he is entitled to the highest concurrent allowance level.

In case the Commune Chairman concurrently holds the title of non-specialized worker in villages and residential groups, he is entitled to a concurrent position allowance according to the regulations of the Provincial People's Council.

Regional allowance:

In case of working in areas with harsh, remote, isolated, and difficult natural conditions, the Chairman of the Commune People's Committee may be entitled to an additional regional allowance according to a coefficient from 0.1 to 1 corresponding to an allowance level from 253,000 VND to 2,530,000 VND, depending on the specific area according to the provisions of Decree No. 204/2004/ND-CP and Circular No. 23/2025/TT-BNV.

Special allowance:

Based on the provisions of Decree No. 204/2004/ND-CP, Circular No. 24/2025/TT-BNV, in cases of working in remote islands and border areas with particularly difficult living conditions, the Chairman of the Commune People's Committee may be entitled to additional special allowances with levels of 30%, 50%, 100% of the new salary level from July 1, 2026, depending on the specific area.

Allowances when working in areas with particularly difficult socio-economic conditions:

Based on Article 4, Article 5 of Decree 76/2019/ND-CP, officials working in areas with particularly difficult socio-economic conditions may be entitled to additional allowances as follows:

+ Attractive allowance when working in areas with particularly difficult socio-economic conditions for less than 5 years: The attraction allowance level is equal to 70% of the new salary enjoyed from July 1, 2026 plus leadership position allowance, seniority allowance beyond the frame (if any).

+ Monthly allowance when working in areas with particularly difficult socio-economic conditions for 5 years or more:

Accordingly, from July 1, 2026, the Chairman of the Commune People's Committee with actual working time in areas with particularly difficult socio-economic conditions will receive an additional allowance of 1,265,000 VND/month for people with actual working time from 5 years to less than 10 years;

1,771,000 VND/month for people with actual working time from 10 years to less than 15 years; 2,530,000 VND/month for people with actual working time from 15 years or more.
