Article 18 of the Population Law (effective from July 1, 2026) stipulates care for the elderly as follows:
1. Develop diverse forms of care for the elderly; support improving the social capacity and self-care capacity of the elderly in accordance with the level of autonomy and needs of each group of elderly people.
2. Forms of care for the elderly include:
a) Self-care;
b) Home care;
c) Community care;
d) Care at elderly care facilities, care at medical examination and treatment facilities according to the provisions of law on the elderly.
3. Measures to support elderly care include:
a) Providing knowledge and skill guidance for the elderly to maintain and improve physical, mental health and social functions;
b) Supporting relatives in the family to take care of the elderly through training, consultation, and appropriate technical support;
c) Develop a network of volunteers, clubs, and self-help groups.
4. Encourage the participation of socio-political organizations, social organizations, socio-professional organizations, educational institutions, elderly care facilities and residential communities in supporting care for elderly people with intergenerational participation.
5. The Government shall specify points b and c, clause 2 of this Article.
Thus, from July 1, 2026, the care of the elderly is regulated as above.
