New allowance for village party secretary in Hanoi from July 1st
Village Party Secretary in Hanoi receives the highest allowance equal to 2.8 times the base salary.
Article 15 of Decree No. 185/2026/ND-CP of the Government stipulates the allocation fund for non-specialized workers in villages and residential groups.
The state budget allocates the allowance fund (including social insurance contribution support) to pay monthly allowances to non-specialized workers in villages and residential groups as follows:
- For villages with 700 or more households; residential groups with 1,000 or more households; villages and residential groups under key commune-level administrative units on national defense according to decisions of competent authorities; villages and residential groups under commune-level administrative units in border and island areas, and particularly difficult villages are allocated allowance funds equal to 8.0 times the basic salary level;
- For villages and residential groups not subject to the provisions of point a, clause 1 of this Article, the allowance fund is contracted at 6.5 times the base salary.
Based on the allowance fund contracted by the state budget for each village and residential group; the balancing capacity of the local budget; relevant legal regulations and the specific characteristics of villages and residential groups in the area, the Provincial People's Committee submits to the People's Council of the same level to specifically stipulate the following contents:
- The allowance level for each title of non-specialized worker in villages and residential groups;
- The concurrent holding of positions and the allowance level for concurrent holding positions of non-specialized personnel, the allowance level for concurrent holding positions participating in activities in villages and residential groups;
- Number, title and level of support for titles participating in activities in villages and residential groups.
In case provinces and cities use local budgets to stipulate the contracted allowance fund level higher than the contracted level of the state budget, the Provincial People's Council is allowed to decide the specific contracted level suitable to the balancing capacity of the local budget and does not have to ask for opinions from ministries and central agencies.
In Hanoi, the City People's Council has passed a Resolution regulating the organization and operation of villages and residential groups; titles, quantities, regimes, and policies for non-specialized workers in villages and residential groups in the city.
In which, Article 21 stipulates the monthly allowance fund for non-specialized workers in villages and residential groups as follows:
For villages with 800 or more households; residential groups with 1,000 or more households; villages and residential groups belonging to key commune-level administrative units on national defense, security, and order according to decisions of competent authorities; particularly difficult villages are applied a monthly allowance fund equal to 12 times the base salary, including the allowance fund level according to the Government's regulations and the additional funds guaranteed by the city budget. The allowance structure includes: Party cell secretary: 2.8 times the base salary; village head or residential group head: 2.8 times the base salary; Head of Front Work Committee: 2.4 times the base salary; deputy village head or deputy head of residential group: 2 times the base salary/person, applicable to a maximum of 2 people;
For villages and residential groups that do not fall into the above cases, a monthly allowance fund equal to 9 times the base salary is applied, including the allowance fund according to the Government's regulations and the additional funds guaranteed by the city budget. The allowance structure includes: Party cell secretary: 2.5 times the base salary; village head or residential group leader: 2.5 times the base salary; head of the Fatherland Front Work Committee: 2.15 times the base salary; 1 deputy village head or 1 deputy head of residential group: 1.85 times the base salary.
This Resolution takes effect from July 1, 2026.
According to Decree No. 161/2026/ND-CP of the Government, the base salary will increase to 2.53 million VND/month from July 1, 2026.
Thus, from July 1st, for villages with 800 or more households, and residential groups with 1,000 or more households, the allowance for the Party cell secretary is 7.084 million VND/month.
For the remaining villages and residential groups, the allowance of the Party cell secretary is 6.325 million VND/month.
