What working hours are civil servants' severance allowances calculated according to?

Article 59 of Decree 170/2025/ND-CP stipulating the recruitment, use and management of civil servants stipulates the working time for which severance allowance is calculated as follows:
1. The time for calculating severance allowance is the total time calculated per year with compulsory social insurance contributions (if the time is interrupted, it is accumulated) that has not received severance allowance or demotion allowance, including:
a) Working time in agencies, organizations, units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, socio-political organizations;
b) Time working in the People's Army and People's Police;
c) Working hours at the association assigned by the Party and State, according to the staffing targets assigned by competent agencies;
d) Time spent being sent for training and fostering by agencies, organizations, and units;
d) Time off to receive salary according to labor law;
e) Time off for sickness, maternity, occupational accident, occupational disease, health recovery according to the provisions of law on social insurance;
g) The time of being disciplined or criminally prosecuted that has been concluded by a competent agency or organization to be wrongful or unjust;
h) Time of temporary suspension from work according to regulations of competent authorities.
2. Working hours specified in Clause 1 of this Article, if there are odd months, are calculated as follows:
a) Under 03 (three) months is not counted;
b) From 03 (three) months to 06 (six) months, it is calculated as 1/2 (half) of the working year;
c) From over 06 (six) months to 12 (twice) months, it is calculated as 01 (one) working year.
Thus, the working time for which the resignation allowance for civil servants is calculated is specified as above.
