Clauses 1, 2, Article 2, Regulations on diplomas and certificates of the national education system issued together with Circular No. 10/2026/TT-BGDDT of the Ministry of Education and Training (effective from April 15, 2026), stipulate that diplomas of the national education system include high school diplomas, vocational high school diplomas, intermediate diplomas, college diplomas; bachelor's degrees, master's degrees, doctoral degrees and diplomas of specialized training programs of some specialized industries and fields.

Diplomas of specialized training programs include: engineer's degree, architect's degree for technical fields; doctor's degree, pharmacist's degree for the health sector; some other diplomas according to the regulations of the Minister of Education and Training issued to graduates of specialized training programs of some specialized industries and fields.

The certificate of the national education system is a document expressed in paper or digital form issued to learners according to the provisions of Law No. 43/2019/QH14 amended and supplemented by Law No. 123/2025/QH15, Law No. 124/2025/QH15, Law No. 125/2025/QH15 to confirm learning results after being trained and fostered to improve their educational and professional qualifications or issued to learners to take the certificate exam according to regulations.

Clause 1, Article 15 of the Regulation on diplomas and certificates of the national education system stipulates that the person granted a diploma or certificate has the right to request correction of the content written on the diploma or certificate in the following cases:

a) Being decided by a competent authority to change or correct civil status;

b) Re-determined ethnicity, re-determined gender;

c) To be supplemented in civil status, adjusted in civil status;

d) Having expired birth registration, re-registration of birth registration;

e) In case the information recorded on the diploma or certificate is incorrect due to the learner's provision and there is no fault from the competent authority issuing the diploma or certificate.

Thus, the content of diplomas and certificates is amended in the above cases.
