Joint Statement between the Socialist Republic of Vietnam and the People's Republic of China on continuing to deepen the comprehensive strategic cooperative partnership, promoting the building of a Vietnam - China Community of Shared Future of greater strategic significance in the new era
1. At the invitation of General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping, General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam paid a state visit to China from April 14-17, 2026.
During the visit, General Secretary and President To Lam had talks with General Secretary and President Xi Jinping and meetings with Minister of State Li Qiang, Chairman of the National People's Congress Standing Committee Zhao Leji, and Chairman of the National People's Political Consultative Conference Wang Huning. During the talks and meetings, the two sides informed each other about the situation of each Party and each country, went deep into exchanging opinions and reached many important common understandings about the relations between the two Parties and the two countries as well as the current international and regional situation.
2. The two sides agreed that the Communist Party of Vietnam and the Communist Party of China both should shoulder the historical mission for the happiness of the people, for the cause of national development and for the progress of humanity. Persistently and strengthening the comprehensive leadership of the two Parties is fundamental to ensuring the modernization of socialism in each country and ensuring that Vietnam-China relations develop healthily, stably and sustainably, related to the future of the two countries, the relations between the two Parties, the two countries and the strong development of the socialist cause in the world. Faced with the changes of the world, the changes of the era and the changes of history, the two Parties and the two countries Vietnam - China jointly strive to promote the socialist cause in each country to develop strongly, showing the world the strong vitality and bright prospects of the socialist regime. The two sides believe that Vietnam - China share a common direction and path, share a common future, and develop well Vietnam - China relations with strategic, global and historical significance, which is a common strategic choice of the two countries. China emphasized its persistent policy of friendship with Vietnam, always considering Vietnam as a priority direction in neighboring diplomacy. Vietnam reaffirmed that it always considers relations with China as an objective requirement, strategic choice and top priority in Vietnam's foreign policy of independence, self-reliance, self-strengthening, multilateralization, and diversification. 3. The Vietnamese side warmly congratulated the 105th anniversary of the founding of the Communist Party of China, warmly congratulated China on successfully organizing the National Congress, highly appreciated the Central Committee of the Communist Party of China with comrade Xi Jinping as the nucleus for uniting and leading the Chinese people to effectively respond to a series of major risks and challenges, successfully completing the main goals and tasks in the 14th Five-Year Plan, promoting China's economic strength, scientific and technological strength, and comprehensive strength to a new height, and the Chinese-style modernization has made a solid new step. The Chinese side warmly congratulated the Communist Party of Vietnam on successfully organizing the 14th National Congress, the 16th National Assembly election, delegates of People's Councils at all levels for the term 2026-2031 and the first session of the 16th National Assembly; warmly congratulated Comrade To Lam on being elected as General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam; highly appreciated the Communist Party of Vietnam under the leadership of General Secretary To Lam for steadfastly and continuously supplementing and perfecting the Doi Moi (Renovation) policy in accordance with reality, strengthening the comprehensive leadership of the Party, steadfastly and creatively applying Marxism-Leninism, Ho Chi Minh Thought, unitedly leading the Vietnamese people to achieve outstanding achievements in the cause of building socialism and the Doi Moi (Renovation) campaign, opening a new era of development for the Vietnamese nation. The Chinese side wished and believed that under the leadership of the Central Executive Committee of the Communist Party of Vietnam led by General Secretary and President To Lam, Vietnam will definitely successfully complete the goals and tasks set out by the XIV Congress, successfully implement the development goals to 2030 and 2045. 4. The two sides agreed that, to develop Vietnam-China relations well, the strategic orientation of the highest leaders of the two Parties is key, exchanges and cooperation in various fields are the driving force, and the friendship between the people of the two countries is the foundation. The two sides summarized the rich achievements in the relationship between the two Parties and the two countries in the past time in strengthening political trust, promoting defense and security cooperation, deepening substantive cooperation, consolidating social foundations, strengthening multilateral coordination, promoting control and handling disagreements; agreed that these achievements have fully demonstrated the strategic nature and high level of Vietnam-China relations, demonstrating the achievements of socialist modernization of China and Vietnam's Doi Moi (Renovation) process; agreed to continue to adhere to the overall goal of "6 more", constantly promoting the Vietnam-China Community of Shared Future to become deeper, more substantive, and more effective.
(1) The two sides believe that the highest leaders of the two Parties and two countries maintain regular contacts, identify directions and lead Vietnam-China relations, and play a particularly important strategic orientation role in the development of the relationship between the two Parties and two countries. The two sides agreed to continue to fully promote the special role of the Party channel, creating a basis for protecting the two Parties and socialist regimes in the two countries, promoting stable and developed Vietnam-China relations. Promote the leading and coordinating role of the high-level meeting mechanism of the two Parties, as well as the overall coordinating and promoting role of the Party Committee of the Ministry of Foreign Affairs of Vietnam and the Central Committee for Foreign Affairs Liaison of the Communist Party of China, continue to implement the new Cooperation Plan between the Communist Party of Vietnam and the Communist Party of China, organize well the Theory Workshop between the two Parties, strengthen exchanges and cooperation between corresponding agencies of the two Parties at the Central level, local Party organizations, especially border provinces (regions), continue to deploy exchanges, learn theory and experience on Party and country management, and anti-corruption.
The two sides agreed to further strengthen exchanges and friendly cooperation between the National Assembly of Vietnam and the Chinese National People's Congress, the Government of Vietnam and the Government of China, the Vietnam Fatherland Front and the Chinese National People's Congress. Continue to organize well the Meeting of the Cooperation Committee between the National Assembly of Vietnam and the Chinese National People's Congress, the Friendship Exchange between the Central Committee of the Vietnam Fatherland Front and the Chinese National People's Congress and organizations of the Front and the National People's Congress of border provinces. Promote the role of the Vietnam - China Bilateral Cooperation Steering Committee and the "3+3" Strategic Dialogue mechanism at the Ministerial level of Foreign Affairs, National Defense, and Public Security, comprehensively coordinate between development and security, deepen comprehensive strategic cooperation, and promote the building of a Vietnam - China Community of Shared Future with strategic significance and further positive progress. Effectively implement the Cooperation Agreement between the Ministries of Foreign Affairs of the two countries on strengthening cooperation in the new situation, maintain regular contact between leaders of the two Ministries, strengthen exchanges between Departments/Bodies of the two Ministries, support and facilitate the improvement of headquarters and housing conditions of the diplomatic missions of the two countries.
The Vietnamese side reaffirmed its determination to implement the "One China" policy, recognizing that there is only one China in the world, Taiwan is an inseparable part of Chinese territory, the Government of the People's Republic of China is the sole legitimate Government representing the entire China. Supporting the peaceful development of the two sides of the Strait and the great cause of Chinese reunification, resolutely opposing the act of dividing "Taiwan's independence" in any form, consistently supporting the principle of non-interference in the internal affairs of countries. The Vietnamese side does not develop any state-level relations with Taiwan. Vietnam believes that issues related to Hong Kong, Xinjiang, Tibet are internal affairs of China, supporting China to maintain the stable development of Hong Kong, Xinjiang, Tibet. The Chinese side supports the Vietnamese side in protecting social stability; ensuring national security and development; implementing national unity; responding to security, political, and non-traditional security challenges.

(2) The two sides agreed to strengthen high-level and all-level exchanges between the armies of the two countries; promote the role of mechanisms such as Border Defense Friendship Exchange, National Defense Security Dialogue; promote exchanges and cooperation between the armies of the two countries in fields such as political work, personnel training, joint exercises, joint training, joint research, defense industry, naval vessels visiting each other and military inspection; continue to expand cooperation in fields such as logistics health, United Nations peacekeeping and non-traditional security. Effectively deploy cooperation in the fields of security, intelligence, counter-terrorism, coordinate in preventing and combating cross-border crimes such as fraud, online gambling via telecommunications, drug crime, fighting against illegal religious activities, human trafficking, economic crimes, illegal entry and exit crimes, immigration management, arresting and handing over wanted subjects, recovering illegal assets; protecting the rights and interests of citizens and organizations of their countries in the other country. Coordinate the implementation of international joint actions in the "Mekong Dragon" campaign; strengthen cooperation in law enforcement against smuggling, trade fraud, illegal transportation of goods across borders, trafficking of drugs, precursors, animals, animal products at risk of extinction, civil explosives, dual-use goods, cigarettes and goods infringing intellectual property rights. Promote the role of the Deputy Minister-level Strategic Security Dialogue Mechanism, strengthen exchange of intelligence information and share experiences on preventing intervention, anti-secession, preventing "color revolutions", "peaceful evolution" of hostile forces, ensuring economic security, technological security, security of key cooperation projects and common concerns of the region, effectively responding to non-traditional security challenges. Vietnam will officially join the Mekong - Lan Thuong Law Enforcement Security Cooperation Center as a member, and is ready to join the International Telecommunications Fraud Prevention Alliance as a co-founding country.
The two sides agreed to promote cooperation in the fields of law and justice; continue to strengthen exchanges between corresponding agencies of the Ministries of Justice of the two countries, effectively implement the Memorandum of Understanding on cooperation, the cooperation program signed between the two Ministries of Justice; effectively implement the Memorandum of Understanding on cooperation between the two Ministries of Justice on strengthening cooperation in resolving civil and commercial disputes of border residents, maintaining the effectiveness of the Judicial Conference mechanism of provinces sharing the Vietnam - China border; strengthen learning and exchanging experiences in building a socialist rule-of-law state. Continue to organize well meetings and working sessions between the Chief Procurator of the Supreme People's Procuracy between the Vietnam - China border area procuracy; well implement delegations of local procuracy agencies to visit and exchange with each other, and jointly send procuracy officials to participate in training classes; strengthen cooperation in controlling and protecting public interests and vulnerable groups. Continue to strengthen exchange of anti-corruption experience; deepen exchange and coordination within multilateral frameworks; promote law enforcement cooperation in the judicial field on anti-corruption.
(3) The two sides agreed to strengthen strategic development connection, well implement the Cooperation Plan to jointly promote connection between the Two Corridors, One Belt framework with the Belt and Road Initiative; promote bilateral trade associated with infrastructure connection, logistics connection and market connection, strongly develop the construction of cross-border economic corridors, logistics centers, cross-border economic cooperation zones, industrial clusters in border areas and multimodal transport routes, promote the connection of railway routes between the two countries connecting with Central Asia and Europe, increase freight traffic through these railway routes; accelerate infrastructure connection between the two countries in railways, roads, border gate infrastructure; make railway cooperation a new bright spot in strategic cooperation between the two countries. The two sides highly appreciated the project to assist in preparing the Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong standard gauge railway line construction project that was completed ahead of schedule, welcomed the signing of the Agreement between the two sides to implement the project to support the planning of Dong Dang - Hanoi, Mong Cai - Ha Long - Hai Phong standard gauge railway lines, and continue to promote the connection of standard gauge railways across the Vietnam - China border. China is ready to deploy cooperation with Vietnam on loans, technology, training, and industrial capacity in the railway sector, and direct capable enterprises to participate in railway construction.
Support strengthening railway cooperation between Vietnam and China, developing passenger and international intermodal freight transport by rail, creating favorable conditions for entry and exit procedures for passengers, expanding the list of goods cleared through railway border gates, actively promoting cooperation on import and export goods testing. Continue to closely coordinate in successively building border economic cooperation zones in Guangxi, Yunnan of China and Quang Ninh, Lao Cai of Vietnam.
The two sides agreed to deepen cooperation in key industries. Research and implement key mineral cooperation on the basis of conformity with the legal regulations and industry policies of each country. Actively participate in building global clean energy cooperation partnerships. Promote electricity linkage cooperation between the two countries. Actively implement cooperation in the new energy sector, strengthen supply chain connectivity and cooperate in developing renewable energy technologies on the principle of market and mutual benefit. Research and strengthen exchange and cooperation in the field of nuclear safety, and jointly improve safety levels at civilian nuclear facilities. Support the two sides in strengthening cooperation in the civil aviation sector, and welcome Vietnamese airlines to put into use and operate Chinese commercial aircraft.

The two sides agreed to continue to promote the role of the Vietnam - China Agricultural Cooperation Joint Committee mechanism. (4) The two sides agreed to strengthen propaganda and education on the traditional friendship of "being both comrades and brothers" between the two Parties and two countries and typical examples of cooperation between the people of the two countries. Strengthen exchanges and cooperation in the fields of cinema, publishing, and media, promote the implementation of projects to translate and publish classic works of Vietnam and China.
The two sides agreed to strengthen exchanges between mass organizations such as trade unions, women, youth and between localities with friendly relations. Continue to organize well branded activities such as the Vietnam - China People's Forum, the Border People's Festival, and the "Red Journey of Research and Learning of Vietnamese Youth in China" Program.
The two sides agreed to continue implementing the "Plan for implementing cultural and tourism cooperation in the period 2023 - 2027" between cultural and tourism agencies of the two countries, encouraging cultural organizations and art troupes to deploy exchanges and cooperation. Vietnam supports the Chinese Cultural Center in Hanoi to deploy activities in Vietnam. China welcomes Vietnam's establishment of a Cultural Center in Beijing.
The two sides announced the launch of the "Vietnam - China Tourism Cooperation Year 2026 - 2027", agreeing to strengthen tourism cooperation to become an important bridge in people-to-people exchanges, contributing to the socio-economic development of the two countries. Tourism cooperation activities need to be substantive, effective, and sustainable. The two sides need to strengthen exchange and policy coordination, enhance the image and national tourism brand of each country, creating favorable conditions for the healthy development of the tourism industry of the two countries. The two sides agreed to promote cooperation within the framework of major initiatives such as building a Community that shares the future of humanity, the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, together responding to global challenges. Continue to strengthen coordination and coordination in international and regional frameworks such as the United Nations, the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation Forum (APEC), the Group of emerging economies (BRICS), the Asia-Europe Cooperation Forum (ASEM), ASEAN-China, Mekong-Lancang, support each other in candidating for the position of international organizations, together protecting peace, stability and prosperity of the region and the world. Vietnam positively appreciates the important role of the Shanghai Cooperation Organization (SCO) in maintaining stability and development of the region, and is ready to maintain exchanges on becoming a partner of the Shanghai Cooperation Organization. The two countries will continue to promote internal procedures to soon ratify the United Nations Convention against Cybercrime (Hanoi Convention), promote the Convention to soon take effect and be effectively implemented, thereby strengthening international cooperation in the field of cybercrime.
The two sides will promote the comprehensive and effective implementation of the "Regional Comprehensive Economic Partnership Agreement" (RCEP), actively welcome the application to join the Regional Comprehensive Economic Partnership Agreement (RCEP) of the Hong Kong Special Administrative Region. Vietnam supports China's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) on the basis of conformity with the standards and procedures of the Agreement. Vietnam supports China to organize the APEC 2026 Conference, China supports Vietnam to organize the APEC 2027 Conference, the two sides will strengthen exchanges and close coordination to ensure the success of these Conferences. The two sides support countries to negotiate equally to resolve trade issues through measures in accordance with the regulations of the World Trade Organization (WTO).
The two sides believe that maintaining overall stability and rapid development in the Asian region is not easy at all, it is necessary to jointly implement open regionalism, maintain the major direction of Asia as "friendly neighbor, cooperative win-win". 2026 is the 5th anniversary of the establishment of the ASEAN - China Comprehensive Strategic Partnership, China supports ASEAN in building a united, unified, self-reliant and developing ASEAN Community, supports ASEAN in maintaining its central role in the constantly changing regional structure; is ready to join ASEAN countries in promoting the initiative to build "5 common houses" of peace, security, prosperity, beauty and friendship; and jointly accelerate the ratification and implementation of the Protocol upgrading the ASEAN - China Free Trade Area Agreement version 3.0 (ACFTA 3.0), contributing to promoting regional economic integration at a higher level, and deepening the ASEAN - China Comprehensive Strategic Partnership.
The two sides agreed to strengthen cooperation within the framework of Mekong - Lan Thuong (MLC), support the good organization of the 5th Mekong - Lan Thuong Summit, coordinate well in the role of Co-chair of Mekong - Lan Thuong Cooperation, jointly build Mekong - Lan Thuong Cooperation version 2.0, promote the building of a Community of Shared Future for peace and prosperity between Mekong - Lan Thuong countries. The Ministries of Justice of the two countries coordinated with the Ministries of Justice/Law of Mekong - Lan Thuong countries to exchange and agree on the draft Memorandum of Understanding on establishing Mechanisms for Mekong - Lan Thuong exchange and cooperation in the field of law and justice and the draft Joint Statement of the 1st Meeting of Ministers of Justice between Mekong - Lan Thuong countries; promote the organization of the 1st Meeting of Ministers of Justice/Law of Mekong - Lan Thuong in 2026.
The two sides agreed that promoting and protecting human rights is the common cause of all humanity. It is necessary to start from the actual situation of each country, seek a path to develop human rights that is suitable for the needs of the people; be ready to deploy exchanges and cooperation on human rights issues on the basis of equality, mutual respect, resolutely oppose "politicization", "instrumentalization" and double standards in human rights issues, as well as taking advantage of human rights issues to arbitrarily interfere in the internal affairs of sovereign states, and jointly promote the healthy development of the human rights cause of humanity.
(6) The two sides went deep into sincere exchanges on the issue at sea, emphasizing the need to better control and actively resolve disagreements at sea, and jointly maintain peace and stability in the East Sea. The two sides agreed to adhere to the important common understanding between the senior leaders of the two Parties and two countries, based on the Agreement on basic principles guiding the settlement of the Vietnam-China maritime issue, persistently through friendly consultations, actively seek basic and long-term solutions that the two sides can accept, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea, not to take actions that complicate the situation, expand disputes, and jointly maintain stability at sea. Promote discussions on demarcation of the sea area outside the Gulf of Tonkin and discuss cooperation for joint development at sea to soon achieve substantial progress; actively deploy cooperation in less sensitive areas at sea, strengthen maritime search and rescue cooperation.
The two sides reaffirmed their joint efforts to promote ASEAN countries and China to comprehensively and effectively implement the "Declaration on the Conduct of Parties in the South China Sea" (DOC), on the basis of negotiating and agreeing to soon reach an effective and substantive "Code of Conduct in the South China Sea" (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea.
The two sides agreed to continue to well implement 3 legal documents on the land border between Vietnam and China and related agreements; promote the role of the Land Border Joint Committee mechanisms, the Vietnam - China Land Border Gate Management Cooperation Committee; strengthen coordination in border management and protection, smoothly resolve arising issues on the border; actively promote the opening and upgrading of border gates; actively promote border cross-border development cooperation, bringing prosperity to the border area between the two countries.
5. During the visit, the two sides signed cooperation documents in the fields of party, police, judicial, economic, production chain, supply chain, customs cooperation, science and technology, people's livelihoods, human resource exploitation, media and local affairs.
6. The two sides believe that the State visit of General Secretary and President To Lam to China has been a great success, making positive contributions to promoting the tradition of Vietnam-China friendship, accelerating the building of a Vietnam-China Community of Shared Future of strategic significance, promoting peace, stability and development, and prosperity of the region and the world.
