Chairman of Quang Ninh Provincial People's Committee becomes Head of the site clearance team for the Hanoi - Quang Ninh railway project
Quang Ninh - Immediately after the groundbreaking ceremony, Quang Ninh province immediately started site clearance to implement the Hanoi - Quang Ninh high-speed railway project.
Immediately after the groundbreaking ceremony of the Hanoi - Quang Ninh high-speed railway project (April 12), to contribute to accelerating the project progress, the Quang Ninh Provincial People's Committee established a Working Group to implement the project of compensation, support and resettlement to clear land for the Hanoi - Quang Ninh high-speed railway project in Quang Ninh province.
The team leader is Mr. Bui Van Khang - Deputy Secretary of the Provincial Party Committee, Chairman of Quang Ninh Provincial People's Committee.
The working group has the task of monitoring, urging, and directing the deployment and implementation of the compensation and resettlement support project to clear ground for the Hanoi - Quang Ninh high-speed railway project to ensure regulations and required progress.
Review and comprehensively assess the situation of deploying compensation, support, and resettlement work; clearly identify existing problems and obstacles; propose appropriate and feasible mechanisms, policies, and solutions to accelerate site clearance progress, ensure the handover of clean land to investors to deploy project construction; strive to complete project site clearance work in 2026.
Currently, communes and wards of Quang Ninh - where the railway line passes through - are actively implementing related contents and tasks, especially site clearance work.
The Hanoi - Quang Ninh high-speed railway project is invested by VinSpeed High-Speed Railway Investment and Development Joint Stock Company (Vingroup Group) with a total investment of more than 147,000 billion VND, equivalent to more than 5.6 billion USD (excluding site clearance costs).

The project passes through 4 localities: Hanoi - Bac Ninh - Hai Phong - Quang Ninh with a length of 120.2km, designed according to double-track standards, rail gauge 1.435mm, electrification of the entire route, maximum speed up to 350km/h, especially the section through Hanoi has a maximum speed of 120km/h. The project is expected to use the latest, most modern generation of high-speed trains along with information systems, signals, and world-leading high-class equipment provided by Siemens Mobility (Germany) and will gradually transfer technology to VinSpeed during operation.
The starting point of the route is located at Co Loa station (Vietnam Exhibition Center, Vinhomes Global Gate Hanoi Urban Area), the ending point is at Ha Long station (Globe Ha Long Forest Park, Vinhomes Global Gate Ha Long, Quang Ninh). The route will pass through 3 transit stations: Gia Binh (Bac Ninh), Ninh Xa (Hai Phong), Yen Tu (Quang Ninh) and has 1 depot (technical center, repair, maintenance, parking) located at the end station of Ha Long. According to the plan, the project will be completed and officially put into operation and commercial exploitation in 2028, shortening the travel time from Hanoi to Quang Ninh by 5-7 times, from more than 2 hours to only about 23 minutes.
The high-speed railway section passing through Quang Ninh province will pass through the boundaries of wards and communes: Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An and Tuan Chau; total length is about 39.325km.
