Prime Minister requests proposals for plans and roadmaps for salary and social insurance reform

Urgently advise on arranging villages and residential groups

On April 17, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired a working session with the Ministry of Home Affairs, the Ministry of Ethnic Minorities and Religious Affairs, and the Government Inspectorate on the implementation of tasks from the beginning of 2026, orientations, key tasks for the coming time and resolving a number of proposals and recommendations of ministries and agencies.

Concluding, the Prime Minister requested to amend and supplement the working regulations of ministries and agencies with a spirit of strong decentralization; ensure the quality and progress of assigned tasks, and absolutely not allow delays or delays to occur.

Regarding some tasks, the Prime Minister requested the Ministry of Home Affairs to strongly shift from pre-inspection to post-inspection, managing according to results. Thoroughly overcome the mindset of "if you can't manage, then ban"; ensure that the internal affairs sector's legal system is transparent, synchronous, and feasible.

Closely coordinate with the Central Organization Committee, thoroughly review to advise competent authorities on the payroll of the political system to ensure synchronization, especially grassroots-level payroll; improve standards and criteria for each job position, and concretize title standards.

Coordinate with ministries, branches, and localities to continue reviewing and advising on the arrangement of public non-business units, especially the education and health sectors.

Evaluate the preliminary review of 1 year of implementing the arrangement of administrative units at all levels and the activities of local authorities at 2 levels, thoroughly handle related problems, urgently advise on the arrangement of villages and residential groups nationwide and use a team of non-specialized officials (completed in the second quarter).

Effectively implement the task of deploying "five grassroots cadres" as directed by General Secretary and President To Lam, ensuring the contingent of cadres in both quantity and quality, including establishing a national common digital learning system for commune-level cadres.

Continue to synchronously and effectively implement the reform of salary and social insurance policies according to the conclusions of the Politburo; complete preliminary reports, propose appropriate plans and roadmaps, ensuring synchronization.

Focus on building and completing the Project to improve national labor productivity associated with the development of a modern and efficient labor market; effectively operate the national job exchange; improve the efficiency of connecting labor supply and demand; manage foreign labor well and labor safety and hygiene.

Focus on inspection of sensitive sectors and fields

For the Ministry of Ethnic Minorities and Religious Affairs, the Prime Minister requested urgent coordination with relevant agencies to complete, submit or issue guiding documents, clearly define responsibilities, and improve the effectiveness of implementing national target programs.

Stronger decentralization to localities, ensuring that capital is used for the right purpose, without duplication, waste, and loss of resources, including the National Target Program on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

For the Government Inspectorate, the Prime Minister directs the correct and sufficient implementation of the 2026 inspection plan in the direction of focus, efficiency, authority, and compliance with legal regulations.

Focus on inspecting sensitive sectors and fields, issues of public concern that are prone to corruption, wastefulness, and negativity.

The Government Inspectorate develops plans and guides localities to deploy inspections, so that based on inspection and examination conclusions, judgments, Provincial Party Secretaries and City Party Secretaries are responsible for decisively handling issues under their authority to remove difficulties and obstacles for projects in the area, promptly reporting and proposing issues beyond their authority.
