From January 8, the People's Committee at the commune level has the right to fine those who throw garbage at the wrong time

Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has signed and issued Decision No. 87 on regulations on management of domestic solid waste of households and individuals in the city. This regulation takes effect from January 8.

According to the decision, household waste and individuals are classified at source into 3 groups: The group of solid waste that can be reused and recycled (white paper, waste plastic, waste metals, glass, fabric, leather, wooden furniture, rubber, electrical equipment, waste electronic electronic); food waste ( surplus food, expired foods, vegetables, tubers, fruits, fruits, etc.); other household solid waste ( bulky waste, hazardous waste generated in household activities, etc.).

Hanoi stipulates that packaging contains food waste groups with a green overall color but still easily recognizable types of waste contained inside, ensuring to avoid water leakage and smoke spread; encourage packaging made from easily decomposable materials and easily recognizable types of waste contained inside. Packaging contains other waste groups that are gray overall but still easily identify the type of waste contained inside, encouraging packaging made from easily decomposable materials. The group of household-based hazardous wastes stored in packaging (except for packaging with green and gray colors) is resistant to corrosion, has the ability to prevent leakage, and does not leak out into the environment.

Households and individuals must equip themselves with packaging containing household waste for storage and transportation according to the plan corresponding to each type of household waste.

The regulation also assigns responsibility to the People's Committees at the commune level in managing waste classification at source.

Accordingly, the People's Committee at the commune level is responsible for the classification, collection, transportation and management of domestic solid waste, public hygiene, preservation and environmental sanitation in the area according to decentralization and according to the provisions of law; proactively arrange commune-level budget capital and other legally mobilized capital to organize implementation according to decentralization and according to the provisions of law.

Issue a plan for the management of domestic solid waste in the area in accordance with the situation of generation and collection, transportation, and treatment of domestic solid waste in the locality.

Propaganda and dissemination so that people can dump garbage at the right time and place. Check and punish acts of discharging domestic solid waste at the wrong time and place according to authority and require organizations and individuals to violate and force restoration to the original state. In case the People's Committee at the commune level does not promptly detect it, it must be responsible for restoring the original state.

At the same time, direct the implementation of allocating funds to invest in domestic solid waste collection equipment in public areas and gathering points, transit stations, and domestic solid waste transfer points in the area in sync with specialized means of transporting domestic solid waste.

Applying information technology, using specialized software and cameras in monitoring and strictly managing the classification, collection, transportation and treatment of domestic solid waste in the locality. Organize inspections of the implementation of regulations on management of domestic solid waste according to decentralization; sanction administrative violations according to authority.

Publicly announce local environmental hotline numbers so that people know and reflect on environmental issues; receive and resolve disputes, complaints, denunciations and petitions on domestic solid waste within their authority or forward them to competent State agencies for settlement...
